{"id":6105,"date":"2013-02-24T03:14:10","date_gmt":"2013-02-24T03:14:10","guid":{"rendered":"https:\/\/new.igihe.com\/karugaram-rejects-claims-of-8000-prisoners-held\/"},"modified":"2013-02-24T03:15:33","modified_gmt":"2013-02-24T03:15:33","slug":"karugaram-rejects-claims-of-8000-prisoners-held","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/karugaram-rejects-claims-of-8000-prisoners-held\/","title":{"rendered":"Karugaram Rejects Claims of 8000 Prisoners Held Without Trial"},"content":{"rendered":"<p>{{Justice Minister Tharcisse Karugarama has refuted allegations that at least 8,000 suspects are languishing in prisons across the country without trial.}}<\/p>\n<p>Legal Aid Forum Rwanda (LAF) had earlier, published findings indicating that some 8,000 people are held in Rwandan prisons without trial. <\/p>\n<p>The findings were a result of a study on the impact of pre-detentions on access to justice that LAF commissioned last year.<\/p>\n<p>However, Minister Karugarama said LAF\u2019s inflated figures were made to mislead public opinion.<\/p>\n<p> \u201cUnder the existing political framework and culture, it\u2019s not possible to have such a figure in pre-trial detention. Given our commitment to ensuring that we don\u2019t have people in prisons, under no circumstances can these figures be right,\u201d he said.<\/p>\n<p>The Deputy Commissioner-General of Rwanda Correctional Service (RCS), Mary Gahonzire, also contested the figures, saying LAF could be having \u2018ill intentions\u2019 by releasing false figures.<\/p>\n<p>While unveiling the findings, the Executive Director of LAF, Andrews Kananga, said majority of the pre-trial detainees mentioned in his report are petty offenders.<\/p>\n<p>\u201cSome people are detained for up to six months and by the time they are released they have lost their jobs.
