of Prime Minister on January 29, 2026. <\/p>\n<p>President Kagame also appointed James Wizeye as Deputy Secretary General of the National Intelligence and Security Service (NISS), a position previously held by Brig Gen Nyirubutama.<\/p>\n<p>In his new role, Brig Gen Nyirubutama will deputize Gen (Rtd) James Kabarebe, who was appointed Senior Security Advisor at the Presidency in December, 2025.<\/p>\n<p>Gen (Rtd) Kabarebe assumed the role after serving as Minister of State in the Ministry of Foreign Affairs and International Cooperation.<\/p>\n<figure class=\"spip-document
