scholars highlight growing benefits of China\u2019s Four Global Initiatives to Africa"},"content":{"rendered":"<p>These include the Global Development Initiative (GDI), Global Security Initiative (GSI), Global Civilization Initiative (GCI), and Global Governance Initiative (GGI), all reflecting China\u2019s approach to tackling transnational challenges through multilateral cooperation and a shared future for humanity.<\/p>\n<p>Since their inception, the initiatives have gained support from more than 100 countries and international organizations. <\/p>\n<p>The discussions took place during a one-day webinar themed \u201cThe Benefits of China\u2019s Four Global Initiatives to Africa,\u201d organized by Africa-China Review in collaboration with the Chinese Embassy in Rwanda. <\/p>\n<p>The event brought together academics, policymakers, and experts from both regions to exchange insights on how these frameworks are driving inclusive development, peace, and cultural exchange.<\/p>\n<p>Professor Liao Fan, Director General and Senior Fellow at the Institute of World Economics and Politics, Chinese Academy of Social Sciences, described the four initiatives as \u201ca systematic response to the challenges of our time.\u201d <\/p>\n<p>He said they aim to build \u201ca fair, equitable, and inclusive international order\u201d by promoting cooperation beyond zero-sum competition.<\/p>\n<p>Prof. Fan also noted that together, the initiatives form \u201cthe four pillars of global stability and cooperation,\u201d offering practical solutions to deficits in development, peace, and governance. <\/p>\n<p>He emphasized Africa\u2019s central role in advancing these frameworks, calling it \u201cthe heart of the Global South,\u201d and praised the China\u2013Rwanda partnership as \u201ca vivid example of a community with a shared future for mankind.\u201d<\/p>\n<p>Prof. Wang Yongzhong, Director of the World Energy Department at the Chinese Academy of Social Sciences, shared lessons from China\u2019s remarkable economic growth.<\/p>\n<p>He highlighted how reforms, infrastructure investment, and openness fueled China\u2019s rise from a closed, agrarian economy to the world\u2019s second largest. <\/p>\n<p>Prof. Wang emphasized that Africa and China are \u201chighly complementary economies,\u201d with Africa\u2019s rich natural resources and young labor force aligning with China\u2019s industrial and technological capacity. <\/p>\n<p>Prof. Wang noted that Africa receives \u201caround 40\u201345 percent of China\u2019s global aid\u201d and that Chinese foreign direct investment has driven industrialization, energy access, and connectivity across the continent.<\/p>\n<p>Reforming global governance for inclusion<\/p>\n<p>Dr. Felicien Ufitumukiza, Deputy CEO of the Rwanda Governance Board (RGB), called for \u201cprofound reforms of international organizations\u201d to make them more inclusive and equitable. <\/p>\n<p>He argued that \u201cno country is big enough to succeed alone\u201d and urged for Africa\u2019s \u201cactive participation and representation in global decision-making.\u201d<\/p>\n<p>Dr. Ufitumukiza, presented Rwanda\u2019s home-grown Governance Scorecard as a model for accountability and self-assessment, saying it serves as \u201ca practical tool for driving policy reform and improving institutional performance.\u201d      <\/p>\n<p>Africa\u2019s opportunity for green and digital growth <\/p>\n<p>Kenyan scholar Dr. Adhere Cavince, an international relations expert, said the Global Development Initiative holds \u201cparticular significance for Africa\u201d by supporting the continent\u2019s ambitions in poverty reduction, digital transformation, and green energy.<br \/>\nHe applauded China\u2019s \u201czero-tariff treatment for 53 African countries\u201d and cited renewable energy partnerships as evidence of China\u2019s role in \u201ctransforming African livelihoods.\u201d<br \/>\nDr. Cavince also emphasized technology transfer, saying, \u201cIt is only through this kind of collaboration that Africa can drive industrialization and create jobs for its young population.\u201d<\/p>\n<p>Cooperation for shared peace and stability<\/p>\n<p>Dr. Ismail Buchanan, a senior lecturer at the University of Rwanda, reflected on the Global Security Initiative, describing it as a framework for \u201cshared responsibility and mutual stability.\u201d <\/p>\n<p>He noted that Africa\u2019s conflicts make \u201csecurity a central challenge to development\u201d and called for partnerships based on \u201cdialogue rather than confrontation.\u201d <\/p>\n<p>Nicholas Dweh Nimley, Managing Editor of the South Liberia Post, said China\u2019s four initiatives offer \u201cpathways to real transformative progress\u201d for countries like Liberia. <\/p>\n<p>He explained that the GDI aligns closely with Liberia\u2019s priorities in \u201cagriculture, rule of law, education, sanitation, and tourism.\u201d<\/p>\n<p>Nicholas cited China-funded projects such as the National Clinical Diagnosis and Treatment Laboratory, as well as investments in \u201croads, hospitals, and the Capitol Building extension.\u201d <\/p>\n<p>He added that Liberia has \u201csent 22 agricultural experts to China to learn about food preservation\u201d and praised China\u2019s support in \u201cmedia training and broadcasting infrastructure\u201d as a means to strengthen cultural ties and counter negative stereotypes. <\/p>\n<p>The session was moderated by Gerald Mbanda, Founder of Africa-China Review.<\/p>\n<p>Virgile Rwanyagatare, Director General for Asia, Pacific and Middle East at Rwanda\u2019s Ministry of Foreign Affairs, highlighted the GCI as an opportunity to deepen cooperation for the benefits of both countries\u2019 people.  <\/p>\n<p>Meanwhile, China\u2019s Ambassador to Rwanda, Gao Wenqi reaffirmed his country\u2019s commitment to strengthening cooperation with African nations under the Four Global Initiatives proposed by President Xi Jinping.     <\/p>\n<p>Highlighting China\u2019s role as Africa\u2019s largest trading partner for 16 consecutive years, with trade hitting $295.6 billion in 2024 among others, Amb.
