I would be the first to vote for him,&#8221; he stated.<\/p>\n<p>Tshisekedi&#8217;s administration is at war with the M23 rebel group, and its collaboration with the FDLR militia, which is linked to the 1994 Genocide against the Tutsi in Rwanda, has heightened tensions with Rwanda.
