{"id":52033,"date":"2024-11-27T09:36:33","date_gmt":"2024-11-27T09:36:33","guid":{"rendered":"https:\/\/new.igihe.com\/rwanda-extradites-terror-suspect-to-india\/"},"modified":"2024-11-28T13:23:49","modified_gmt":"2024-11-28T13:23:49","slug":"rwanda-extradites-terror-suspect-to-india","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/rwanda-extradites-terror-suspect-to-india\/","title":{"rendered":"Rwanda extradites terror suspect to India"},"content":{"rendered":"<p>Jean Bosco Siboyintore, Rwanda\u2019s National Prosecutor, told the media at a press conference in Kigali that Salman Khan was arrested at the request of the Government of India through the International Criminal Police Organization (INTERPOL).  <\/p>\n<p>\u201cIndia submitted a request indicating that Salman Khan is wanted for terrorism charges. While some suspects are already detained in India, he attempted to flee to Rwanda,\u201d Siboyintore explained.  <\/p>\n<p>The suspect was tracked down by officers from INTERPOL\u2019s branch in Rwanda and arrested on September 9, 2024. Rwanda then notified the Indian government of his detention.  <\/p>\n<p>India submitted a formal request for Khan\u2019s extradition on October 29, 2024. The request was reviewed and approved by Rwanda\u2019s Ministry of Justice on November 12, 2024.  <\/p>\n<p>Despite the absence of an extradition treaty between Rwanda and India, Rwandan law permits extradition based on mutual agreements.  <\/p>\n<p>\u201cAlthough Rwanda and India lack a formal extradition treaty, our laws provide provisions for such cases through mutual agreements. Similarly, if Rwanda requests a suspect\u2019s extradition, we expect the same cooperation,\u201d Siboyintore noted.  <\/p>\n<p>He emphasized that Rwanda does not serve as a haven for fugitives.  <\/p>\n<p>\u201cRwanda is not a hiding place for criminals. It is not a country where you can commit crimes elsewhere and seek refuge here,\u201d he said.  <\/p>\n<p>Siboyintore highlighted that Rwanda extradited Khan, just as other countries have done in cases involving suspects of the Genocide against the Tutsi.  <\/p>\n<p>He also underscored the importance of international cooperation in addressing global challenges such as terrorism, human trafficking, and money laundering.  <\/p>\n<p>This is the first extradition request Rwanda has received from India.  <\/p>\n<p>A representative from India\u2019s Ministry of Justice commended Rwanda\u2019s cooperation despite the lack of a formal extradition treaty between the two countries. He expressed hope for future agreements.  <\/p>\n<p>\u201cTerrorism is an issue that India does not tolerate, and Rwanda shares the same stance. Rwanda\u2019s approach sets a positive example on the international stage,\u201d the Indian representative remarked.<\/p>\n<figure class=\"spip-document spip-document-77642 aligncenter\"><img
