He is replacing Tanzania\u2019s <span data-scayt_word=\"Juma\" data-scaytid=\"7\">Juma<\/span> <span data-scayt_word=\"Mwapachu\" data-scaytid=\"8\">Mwapachu<\/span>.<\/p>\n<\/div>\n<div>\n<p>Dr <span data-scayt_word=\"Sezibera\" data-scaytid=\"2\">Sezibera<\/span>, 46, took oath of office in Dar <span data-scayt_word=\"es\" data-scaytid=\"9\">es<\/span> Salaam on Tuesday at a ceremony witnessed by Kenya\u2019s President <span data-scayt_word=\"Mwai\" data-scaytid=\"10\">Mwai<\/span> <span data-scayt_word=\"Kibaki\" data-scaytid=\"11\">Kibaki<\/span> and his counterparts from Tanzania, Uganda and Burundi.<\/p>\n<\/div>\n<div>\n<p>Rwanda\u2019s president Paul <span data-scayt_word=\"Kagame\" data-scaytid=\"12\">Kagame<\/span> who had earlier put up a spirited campaign for his country\u2019s candidature was represented by his country\u2019s Prime Minister Bernard <span data-scayt_word=\"Makuza\" data-scaytid=\"13\">Makuza<\/span><\/p>\n<\/div>\n<div>\n<p>The election of Dr <span data-scayt_word=\"Sezibera\" data-scaytid=\"3\">Sezibera<\/span>, a surgeon, who also served as Mr&nbsp;<span data-scayt_word=\"Kagame\u2019s\" data-scaytid=\"14\">Kagame\u2019s<\/span> special envoy to the Great Lakes Region, concludes months of debate over the appointment of the region\u2019s top civil servant that had pitted Kenya against Rwanda.<\/p>\n<p><img1|center><\/p>\n<\/div>\n<div>\n<p>It therefore means Dr <span data-scayt_word=\"Sezibera\" data-scaytid=\"4\">Sezibera<\/span> will resign as minister next week when Mr&nbsp;<span data-scayt_word=\"Mwapachu\u2019s\" data-scaytid=\"15\">Mwapachu\u2019s<\/span> term ends officially.<\/p>\n<\/div>\n<div>\n<p>His appointment comes only a day after the Business Daily reported a behind-the-scenes deal that saw Kenya withdraw her claim to the position in <span data-scayt_word=\"favour\" data-scaytid=\"18\">favour<\/span> of Rwanda.<\/p>\n<\/div>\n<div>\n<p>\u201cThe <span data-scayt_word=\"EAC\" data-scaytid=\"19\">EAC<\/span> jobs are always distributed equitably among member states and I am sure partners that fail to get the Secretary General\u2019s position will still serve in other areas\u201d, Kenya\u2019s <span data-scayt_word=\"EAC\" data-scaytid=\"20\">EAC<\/span> minister <span data-scayt_word=\"Hellen\" data-scaytid=\"23\">Hellen<\/span> <span data-scayt_word=\"Sambili\" data-scaytid=\"24\">Sambili<\/span> said a few weeks ago after the council of ministers failed to agree on Mr&nbsp;<span data-scayt_word=\"Mwapachu\u2019s\" data-scaytid=\"16\">Mwapachu\u2019s<\/span> replacement<\/p>\n<\/div>\n<div>\n<p>On Tuesday, Kenyan Judge Isaac <span data-scayt_word=\"Lenaola\" data-scaytid=\"25\">Lenaola<\/span> was appointed the new head of the East African Court of Justice while Dr <span data-scayt_word=\"Enos\" data-scaytid=\"26\">Enos<\/span> <span data-scayt_word=\"Bukuku\" data-scaytid=\"27\">Bukuku<\/span> of Tanzania was appointed deputy secretary general.<\/p>\n<\/div>\n<div>\n<p>Under the <span data-scayt_word=\"EAC\" data-scaytid=\"21\">EAC<\/span> treaty, the secretary general has a fixed five-year term and the position is rotates among members.<\/p>\n<\/div>\n<div>\n<p>Mr&nbsp;<span data-scayt_word=\"Mwapachu\u2019s\" data-scaytid=\"17\">Mwapachu\u2019s<\/span> retirement means Tanzania now joins Uganda as member states which have fully served their full terms.<\/p>\n<\/div>\n<div>\n<p>Rwanda had, maintained that the one year period that Kenya\u2019s head of Public Service Francis <span data-scayt_word=\"Muthaura\" data-scaytid=\"28\">Muthaura<\/span> served between 1999 and 2000 should count as a full term.<\/p>\n<\/div>\n<div>\n<p>It was, however, not clear whether Kenya accepted this argument which would effectively mean her candidate can only get the bloc\u2019s top job after 10 years after Burundi.<\/p>\n<\/div>\n<div>\n<p>The <span data-scayt_word=\"EAC\" data-scaytid=\"22\">EAC<\/span> treaty also entitles partner states not represented by the Secretary General to have a deputy secretary general each, heading a department at the&nbsp;Secretariat.<\/p>\n<\/div>\n<div>\n<p>The appointment and swearing in of Dr <span data-scayt_word=\"Sezibera\" data-scaytid=\"5\">Sezibera<\/span> means Mr&nbsp;Alloys <span data-scayt_word=\"Mutabingwa\" data-scaytid=\"29\">Mutabingwa<\/span>, the 45 year old commercial lawyer and head of planning and infrastructure department, who has represented Rwanda as the deputy secretary general since 2009, has lost his position.<\/p>\n<\/div>\n<div>\n<p>Kenya will continue to be represented by Dr Julius <span data-scayt_word=\"Rotich\" data-scaytid=\"30\">Rotich<\/span>, the 57 year-old accountant and former managing director of National Cereals and Produce Board, as deputy secretary general.<br \/>Dr <span data-scayt_word=\"Rotich\" data-scaytid=\"31\">Rotich<\/span> has been heading the finance and administration docket since he was appointed in June 2007.<\/p>\n<div>\n<p>Only woman<\/p>\n<\/div>\n<div>\n<p>Uganda has Ms Beatrice <span data-scayt_word=\"Kiraso\" data-scaytid=\"32\">Kiraso<\/span>, 47, as the only woman secretary general. She heads the political affairs department Burundi\u2019s Jean Claude <span data-scayt_word=\"Nsengiyumva\" data-scaytid=\"33\">Nsengiyumva<\/span>, 37, heads productive and social sectors.<\/p>\n<\/div>\n<div>\n<p>Dr <span data-scayt_word=\"Sezibera\" data-scaytid=\"6\">Sezibera<\/span> has the immediate task of overseeing the implementation of common market protocol whose timeframe goes until 2015.<\/p>\n<\/div>\n<div>\n<p>He will also oversee the ongoing negotiations for the monetary union protocol and ultimately prepare ground for the political federation.<\/p>\n<\/div>\n<div>\n<p>Burundi\u2019s president Pierre <span data-scayt_word=\"Nkurunziza\" data-scaytid=\"34\">Nkurunziza<\/span> who is the current chairman of the summit, said economic challenges facing the region have come from the recent extended drought that hit most parts of the region, as well as from rising fuel prices.<\/p>\n<\/div>\n<div>\n<p>\u201cThe growing incidents of piracy in the western rim of the Indian Ocean have also negatively impacted our region and it is important to collectively reflect on these issues,\u201d said Mr&nbsp;<span data-scayt_word=\"Nkururunziza\" data-scaytid=\"35\">Nkururunziza<\/span>.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Dr Richard Sezibera, Rwanda\u2019s Health minister is the new East African Community\u2019s secretary general.
