This year\u2019s G20 is an opportunity to recall that pledge. We need a delivery plan,\u201d he said.  <\/p>\n<p>\u201cThe world\u2019s largest economies contribute almost 80% of worldwide emissions. Africa is not the main cause of climate change, but we can and must be part of the solution, and we intend to do just that,\u201d added Kagame.  <\/p>\n<p>The President also shared Rwanda\u2019s efforts where the country has put a National Cooling Strategy in place to phase out the hydro fluorocarbons that contribute so much to global warming.<\/p>\n<p>As he explained, the action is in line with the Kigali Amendment to the Montr\u00e9al Protocol. <\/p>\n<p>\u201cFully implementing this agreement is one of the most consequential actions that we can take to slow the pace of climate change,\u201d said Kagame.  <\/p>\n<p>The Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer entered into force on 1st January 2019, following ratification by 65 countries. <\/p>\n<p>It is expected to help reduce the production and consumption of hydrofluorocarbons (HFCs), potent greenhouse gases (GHGs), and thus to avoid global warming by up to 0.4\u00b0C this century.<\/p>\n<p>The need for the Amendment emerged from the 1987 Montreal Protocol process, which controls ozone-depleting substances. <\/p>\n<p>With HFCs\u2019 use as an alternative to ozone-depleting substances in cooling equipment, their role in warming the atmosphere became a greater concern. <\/p>\n<p>In 2016, the Parties to the Montreal Protocol adopted the agreement on HFCs at the close of the 28th Meeting of the Parties (MOP 28) in Kigali, Rwanda. <\/p>\n<p>Governments agreed that it would enter into force on 1st January 2019, provided that at least 20 Parties to the Montreal Protocol had ratified it. <\/p>\n<figure class=\"spip-document spip-document-39930 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/kagame_climate_change.jpg\" alt=\"President Paul Kagame has said that Africa remains committed to partner with the rest of the world to mitigate climate change effects. \" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>{President Paul Kagame has said that Africa remains committed to partner with the rest of the world to mitigate climate change effects even through the continent is not the main contributor to worldwide emissions.
