{"id":43260,"date":"2021-04-08T11:59:25","date_gmt":"2021-04-08T11:59:25","guid":{"rendered":"https:\/\/new.igihe.com\/rib-summons-mukangemanyi-adeline-rwigara\/"},"modified":"2021-04-09T06:24:36","modified_gmt":"2021-04-09T06:24:36","slug":"rib-summons-mukangemanyi-adeline-rwigara","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/rib-summons-mukangemanyi-adeline-rwigara\/","title":{"rendered":"RIB summons Mukangemanyi Adeline Rwigara"},"content":{"rendered":"<p>The letter summoning Mukangemanyi Adeline residing in Ishema village, Kiyovu cell, Nyarugenge sector of Nyarugenge district in Kigali city shows that she was summoned to report herself on Thursday 8th April 2021.   <\/p>\n<p>\u201cYou are summoned on 8th April 2021 at 9am at RIB Headquarters in Kimihurura,\u201d reads the letter.  <\/p>\n<p>Mukangemanyi Adeline Rwigara has told the Voice of America that he won\u2019t report herself because Rwandans are commemorating. <\/p>\n<p>A lawyer who spoke to IGIHE has revealed that being in commemoration period doesn\u2019t mean justice has halted in Rwanda.  <\/p>\n<p>\u201cShe should report herself.  If a person doesn\u2019t honor the request for the second time, the institution with the mandate to carry out investigation collaborates with the Prosecution to issue a \u2018Mandat d\u2019amener\u2019, a warrant that allows to bring the suspect  for investigation by force,\u201d he said.   <\/p>\n<p>Mukangemanyi was in 2017 accused of inciting insurrection among the population, discrimination and sectarian practices. <\/p>\n<p>One year and two months later, the High Court acquitted Mukangemanyi and other co-accused citing insufficient evidence tabled by prosecution to conclusively pin them on charges they stood accused.<\/p>\n<figure class=\"spip-document spip-document-38231 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/rwigara_adeline.jpg\" alt=\"Mukangemanyi was in 2017 accused of inciting insurrection among the population, discrimination.
