{"id":39961,"date":"2019-09-04T12:38:26","date_gmt":"2019-09-04T12:38:26","guid":{"rendered":"https:\/\/new.igihe.com\/local-leaders-in-resignation-spree\/"},"modified":"2019-09-07T02:57:44","modified_gmt":"2019-09-07T02:57:44","slug":"local-leaders-in-resignation-spree","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/local-leaders-in-resignation-spree\/","title":{"rendered":"Local leaders in resignation spree"},"content":{"rendered":"<p>The chairman of Musanze district council, Eng Emile Bayisenga has told IGIHE that leaders were forced to resign over failure to deliver to the best of their duties.  <\/p>\n<p>\u201cThe mayor has been forced to resign over failure to comply with the master plan of Musanze district,  failure to fulfill his obligations and corruption cases while the vice mayor for economic affairs resigned over-involvement in an assault. The vice mayor in charge of social welfare resigned over failure to deliver,\u201d he said.   <\/p>\n<p>The spate of resignations also spread to Ngororero district where all vice mayors and the executive secretary, Rukazambuga Gilbert submitted resignation letters yesterday.<br \/>\nThese include the vice mayor for economic affairs, Kanyange Christine and his colleague in charge of social affairs, Kuradusenge Janvier. <\/p>\n<p> Kanyange Christine has told IGIHE that she abdicated for personal reasons and will be taking care of her family. <\/p>\n<p>\u201cIt is true that I have resigned. I am going to take care of my family,\u201d she said.  <\/p>\n<p>On the other hand, the Ngororero district advising council attributed their resignation to failure to deliver.  <\/p>\n<p>It is said that resigned leaders failed to implement the advising council\u2019s resolutions to fast-track programs aimed at addressing residents\u2019 issues and advancing their development.  <\/p>\n<p>The Chairman of Ngororero district advising council, Dr. Dushimumuremyi Jean Paul has told IGIHE three leaders resigned on account of ineffective performance. <\/p>\n<p>In Karongi district, mayor Ndayisaba Fran\u00e7ois and his deputies including Bagwire Esperance, vice mayor for economic affairs and  Mukashema Drocella, the vice mayor in charge of social affairs submitted resignation letters citing personal reasons.  <\/p>\n<p>The chairman of Karongi district advising council, Mutangana Frederic, has told IGIHE that the entire committee was forced to resign over failure to fulfill their duties.  <\/p>\n<p>\u201cThey have been asked to resign over failure to deliver and achieving targets.  They didn\u2019t resign on their own volition. The district still has unresolved issues among citizens while the district\u2019s development has stalled,\u201d he explained.  <\/p>\n<p>The mayor of Muhanga district, Uwamariya Beatrice also sent a resignation letter.<br \/>\nThe chairman of Muhanga district advising council, Theobard Shyaka has told IGIHE that he learned about the resignation on WhatsApp as he attended senatorial campaigns.  <\/p>\n<p>\u201cI saw a copy of the resignation letter on WhatsApp group,\u201d he said.  <\/p>\n<p>The chairman of the advising council in Burera district, Habineza Faustin has confirmed that the vice mayor for social affairs(Habyarimana Jean Baptiste) resigned over failure to deliver.<\/p>\n<p>It is said that the latter resigned in his own favor though the advising council was planning to make him resign.  <\/p>\n<p>In Southern Province, the vice mayor for economic affairs in Gisagara district, Hanganimana Jean Paul also submitted a resignation letter. <\/p>\n<p>The chairman of the Gisagara district advising council, Uwimana Innocent has told IGIHE that Hanganimana attributed the resignation to ineffective performance.<br \/>\nUwimana explained that the council approved the resignation of Hanganimana yesterday.<\/p>\n<p>IGIHE has learned that the vice mayor for economic affairs in Rubavu district, Murenzi Janvier and his colleague in charge of social affairs, Uwampayizina Marie Grace&#8217;s resignation went viral during evening hours after holding a meeting with Western Province Governor, Munyantwari Alphonse. <\/p>\n<p>IGIHE has also learned that Rutsiro vice mayors are going through a resignation process. <\/p>\n<figure class=\"spip-document spip-document-31946 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/png\/meya_musanze-e0aeb.png\" alt=\"The mayor of Musanze district , Habyarimana Jean Damasc\u00e8ne\" \/><\/figure>\n<figure class=\"spip-document spip-document-31947 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/ndayisaba-20-3fd97.jpg\" alt=\"The mayor of Karongi district, Ndayisaba Fran\u00e7ois resigned \" \/><\/figure>\n<figure class=\"spip-document spip-document-31948 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/meya-23-60903.jpg\" alt=\"The mayor of Muhanga district, Uwamariya Beatrice also sent a resignation letter.\" \/><\/figure>\n<figure class=\"spip-document spip-document-31949 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/kanyange-4-10a55.jpg\" alt=\"The vice mayor for economic affairs in Ngororero , Kanyange Christine also resigned \" \/><\/figure>\n<figure class=\"spip-document spip-document-31950 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/visi_meya_musanze-ff90a.jpg\" alt=\"The vice mayor for social wellbeing in Musanze district, Uwamariya Marie Claire, submitted a resignation letter.\" \/><\/figure>\n<figure class=\"spip-document spip-document-31951 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/png\/visi_meya-9f155.png\" alt=\"the vice mayor for economic development, Ndabereye Augustin was forced to resign\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>Three leaders in Musanze district including the mayor, Habyarimana Jean Damasc\u00e8ne;
