IGIHE has learnt that the executive secretary had seized errand cows belonging to a
\nresident called Butera Musafiri and released them after receiving Rwf 360,000.<\/p>\n
\u201cI talked to her and sent my son who gave her Rwf 360,000 and released the cows. I
\nasked the invoice but she never gave it to me. I was disappointed to hear her denying
\nto have received the money claiming cows were released by DASSO security force,\u201d
\nButera confirmed to IGIHE. <\/p>\n
The spokesperson of Rwanda Investigation Bureau (RIB), Modeste Mbabazi confirmed
\nthe arrest that the executive secretary is accused of using her office for personal gains. <\/p>\n
\u201cIt is true that the executive secretary of Kanzenze sector Nyiransengiyumva Monique is being investigated for abuse of office,\u201d he said. <\/p>\n
If convicted the suspect is liable to the punishment stipulated in the 15th article of the law N\u00b054\/2018 of 13\/08\/2018 concerning the \u2018abuse of office\u2019. <\/p>\n
Any public servant or any other person holding a public office who abuses his\/ her
\nposition or powers he\/she holds by virtue of that position and performs or omits to
\nperform an act, in violation of laws, for the purpose of obtaining an illegal benefit for
\nhimself\/herself or for another person, commits an offence. <\/p>\n
Upon conviction, he\/she is liable to imprisonment for a term of not less than seven (7)
\nyears but not more than ten (10) years and a fine of not less than five million Rwandan
\nfrancs (Frw 5,000,000) but not more than ten million Rwandan francs (Frw 10,000,000).<\/p>\n
Where the offence is committed with the aim of getting a profit valuable in money, the
\npenalty becomes imprisonment for a term of not less than seven (7) years and not more than ten (10) years and a fine of three (3) to five (5) the value of money. <\/p>\n","protected":false},"excerpt":{"rendered":"
