The police spokesperson in Kigali city, CIP Marie Gorette Umutesi has told IGIHE that they were three thieves who left a car along the way. <\/p>\n
\u201cThey went to steal in a shop and asked licensing documents for lottery machines impersonating as security officers. Two of them wore military uniform, and had concealed the number plate of the car with cow dong. They parked the machines as owners tried to get documents,\u201d she said. <\/p>\n
Umutesi explained that one of residents alerted Kanyinya police station as the suspects were departing. <\/p>\n
