The new Master Plan of Rwamagana District- to regulate land use for the next 30 years – was adopted and launched during the general meeting which brought together district officials on September 6, 2018.<\/p>\n
Rwamagana District which borders with City of Kigali has urban area considered as one of the most important and capital of the Eastern Province, harbouring its (Province) headquarters. <\/p>\n
The master plan blue-print indicates that Rwamagana City sits on 5,662 hectares of land comprised of four sectors namely; Kigabiro, Muhazi, Gishari and Mwulire.<\/p>\n
Jean Bosco Ngendahimana, resident of Kigabiro Sector, says that before the approval of the master plan, he was unable to build a house in the city which made him spend the money for his residential house construction on other needs. <\/p>\n
\u201cI have a plot of land in Kigabiro Sector but when I went to the sector offices for the construction permit, they didn\u2019t give it to me as there was no master plan to be followed and my plans stalled,\u201d he told IGIHE.<\/p>\n
The President of the Private Sector Federation in Rwamagana District, Mr.Celestin Munyaneza says that the with the master plan now in place, private business activities including construction are to be accelerated.<\/p>\n
\u201cThe master plan will help in directing people–businesses and residents on how to use the land,\u201d he said.<\/p>\n
Munyaneza adds that \u201cwhile the masterplan was under process, the modernization of the city was kept behind because I know many private business people who wanted to construct modern houses but they were told by the District to wait for the master
\nplan release first.\u201d<\/p>\n
The Mayor the Rwamagana District, Radjab Mbonyumuvunyi, says that its preparation took long as it involved consultants in urban planning for professional advice.<\/p>\n
\u201cPrior to its launch, some people would build houses in the places reserved for roads. Now land for roads and residence are distinctly designated,\u201d he explained.<\/p>\n","protected":false},"excerpt":{"rendered":"
