{{The Parliamentary Public Accounts Committee (PAC),October 29 commended Rwanda National Police (RNP) for executing its budget effectively and applauded the force for having qualified staff that should be maintained to further aid in building experience in the accounting system within the force.}}<\/p>\n
While appearing before PAC, Jean Marie Twagirayezu, the Commissioner for Finance and Chief Budget manager Rwanda National Police, said the previous accounting errors which had been indicated in the Auditor General\u2019s (AG) report were due to the fact that the Ministry of Finance accounting system \u2013 Smart FMIS \u2013 was still new and the police officers had not mastered it and that some supporting documents were not available at the time.<\/p>\n
\u201cBut currently, the problem is solved and officers gained expertise on the new system,\u201d Twagirayezu explained.<\/p>\n
On the issue of unplanned tenders, Twagirayezu explained to the law-markers that this was due to the nature of Rwanda National Police\u2019s mission which involves emergency interventions.<\/p>\n
The committee recommended considering such tenders in the revised procurement plan submitted to competent authorities.<\/p>\n
The satisfied PAC, which was headed by its chairman, Juvenal Nkusi, also applauded the strategies presented by Rwanda National Police (RNP) to improve internal audit function and staff capacity building adding that this will help the force to avoid accounting errors in the future.<\/p>\n
The Auditor General\u2019s representatives also recognized and appreciated the good cooperation displayed by RNP during audit exercise.<\/p>\n","protected":false},"excerpt":{"rendered":"
