Speaking to IGIHE, RCS spokesperson, SSP Hillary Sengabo said that the project feasibility study has been completed and are still waiting to enter agreement with a telecommunication company that will effectively implement the project.<\/p>\n
\u201cWe are still discussing with telecommunication companies, examining ways the project can be implemented without disturbing security of the country. The project is there, and no financing constraints, the remaining step is getting credible contractor,\u201d he explained.<\/p>\n
He said that inmates will top up airtime using money given by their families in official procedures.<\/p>\n
According to Sengabo, inmates will access the phones through the inmates\u2019 welfare department.<\/p>\n
Currently there is one cellphone per prison which inmates can access but, according to Sengabo, it was not fully accessible like it will be done once public phones are introduced.<\/p>\n
According to RCS, inmates can make calls in prisons only when they justify with reasonable concerns especially in cases of family and social affairs. RCS says that the prison director can authorize the call to be done under supervision.<\/p>\n","protected":false},"excerpt":{"rendered":"
