\u201cYes that Executive Secretary is in Police custody. He was arrested today (Monday) after we were informed that there is a 16-year-old child he defiled and impregnated, and now carries a four-year-old baby. We usually take such cases into account,\u201d he said.<\/p>\n
IGIHE has learnt that the Executive Secretary admits that he had carnal knowledge with the child but denies to have impregnated her. <\/p>\n
Currently, the suspect is detained at Muhura Police Station as investigations continue.<\/p>\n
Article 191 of penal code stipulates that any person who commits child defilement, shall be liable to life imprisonment with special provisions. <\/p>\n
Article 192 says that if child defilement is committed by his\/her parent or guardian, a representative of the administrative authority, a representative of the religious authority, a security officer, a medical professional, a teacher, a trainee or any person who has abused his\/her position or authority over a child, the offender shall be liable to life imprisonment with special provisions and a fine of one hundred thousand (100,000) to five hundred thousand (500,000) Rwandan francs.<\/p>\n","protected":false},"excerpt":{"rendered":"
