{"id":37288,"date":"2018-04-11T16:19:15","date_gmt":"2018-04-11T16:19:15","guid":{"rendered":"https:\/\/new.igihe.com\/rdb-top-officials-in-zimbabwe-to-share-rwanda-s\/"},"modified":"2018-04-11T16:26:24","modified_gmt":"2018-04-11T16:26:24","slug":"rdb-top-officials-in-zimbabwe-to-share-rwanda-s","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/rdb-top-officials-in-zimbabwe-to-share-rwanda-s\/","title":{"rendered":"RDB top officials in Zimbabwe to share Rwanda\u2019s dvpt experience"},"content":{"rendered":"<p>Zimbabwe media have reported that the government is keen to learn from Rwanda\u2019s development model.<\/p>\n<p>Akamanzi, arrived in Harare on Monday at the request of President Mnangagwa to share Rwanda\u2019s experience<\/p>\n<p>According to media, Hategeka was expected in Zimbabwe yesterday.<\/p>\n<p>\u201cAkamanzi is set to address Cabinet members, the private sector and civil servants on how Rwanda managed to attract huge foreign direct investment within a short space of time,\u201d The Herald reported.<\/p>\n<p>\u201cThe Ministry of Foreign Affairs, Cooperation and East African Community of the Republic of Rwanda presents its compliments to the Ministry of Foreign Affairs of the Republic of Zimbabwe and, with reference to the letter dated 29th March 2018 from His Excellency President Emmerson D. Mnangagwa, has the honour to confirm the visit of the top officials of the Rwanda Development Board, the chief executive (Ms Clare Akamanzi) and chief operating officer (Emmanuel Hategeka) during the week of 09-13 April,\u201d reads part of the letter written to Zimbabwe\u2019s Foreign Affairs Ministry.<\/p>\n<p>{{How Zimbabwe President was impressed by Rwanda\u2019s development model<br \/>\n}}<\/p>\n<p>Speaking to The Herald on Monday, presidential spokesperson Mr George Charamba said President Mnangagwa was impressed by the strides made by Rwanda on the economic front.<\/p>\n<p>\u201cWhen we went to the extraordinary summit for the signing of the Continental Free Trade Area in Kigali, one key question we raised bilaterally was, \u2018How have you been able to raise so much FDI in so short a time and so successfully?\u2019 and President (Paul) Kagame said, \u2018I have an institutional home where investors arrive and are received and that is called the Rwanda Development Board and you are free to interface with its CEO\u2019, and for a good two hours the President had a whole meeting with the CEO of the Rwanda Development Board,\u201d he said.<\/p>\n<p>\u201cWe discovered that this Rwanda Development Board is led by a CEO \u2018deceptively\u2019 because in reality this is a man or woman who is of Cabinet status and that person reports straight to Cabinet. The person has executive powers to provide answers and decisions to an investor regardless of fiscal consequences.<\/p>\n<p>\u201cHe or she can decide to grant a waiver or tax holiday. He or she can give an environmental impact assessment there and then because Rwanda has done a national environmental impact assessment, which is enterprise based such that you don\u2019t trigger the environmental impact assessment upon request.<\/p>\n<p>\u201cIf they give you an area to operate from, before you start business, the land is available to you on 99-year lease; secondly there is electricity; three, there is internet facilities; fourth, there is water and a factory shell, which is designed to your requirements and you only move in with your capital, machinery and skills to set up shop under those conditions.<\/p>\n<p>\u201cAll this was explained to the President and the ministers who accompanied him. The President went back to Kagame and said, \u2018I have heard what your official has said, except, you have convinced the President and a few ministers\u2019\u201d.<\/p>\n<p>\u201c\u2018I want this person to come to Zimbabwe to address my Cabinet, private sector, parastatals, civil servants and everyone. President Kagame\u2019s reaction was; \u2018If I don\u2019t give you this person you end up poaching, so, I will rather give you.
