His Excellency, in turn, wished Cabinet Members New Year 2018 full of Peace and Prosperity. <\/p>\n<p>He welcomed the new Cabinet Members, namely Dr. Eugene Mutimura and Mr. Jean de Dieu Rurangirwa, Minister of Education and Minister of Information, Technology and Communication, respectively. He wished them every success in their duties. <\/p>\n<p>Pursuant to the powers conferred upon him by the laws, His Excellency the President of the Republic informed the Cabinet Meeting that he granted mercy to 18 youth who were serving their respective sentences in Nyagatare Prison and who displayed good behavior and passed national examinations with very high grades.   <\/p>\n<p>The Cabinet Meeting approved the Ministerial Order granting release on parole to 392 inmates who have fulfilled legal requirements. <\/p>\n<p>The Cabinet Meeting approved Minutes of previous Cabinet Meeting held on 05.12.2017. <\/p>\n<p>1.\tThe Cabinet Meeting approved the Lease Agreement between the Government of Rwanda and ENVIROSERVE to Manage and Operate the E-Waste Dismantling Facility in Bugesera Industrial Park. <\/p>\n<p>2.\tThe Cabinet Meeting approved the Revised Special Economic Zone (SEZ) Policy. <\/p>\n<p>3.\tThe Cabinet Meeting approved the Establishment of New Refugee Travel Document.  <\/p>\n<p>4.\tThe Cabinet Meeting approved the following Draft Laws: <\/p>\n<p>a)\tDraft Law modifying and complementing Law n\u00b0 30 \/2017 of 29\/06\/2017 determining the State Finances for the 2017\/2018 Fiscal Year;  <\/p>\n<p>b)\tDraft Law approving the ratification of the Grant Agreement signed in Kigali, Rwanda on 27 December 2017, between the Republic of Rwanda and the International Development Association (IDA), acting as Administrator of the Africa NDF Climate Change Program Single-Donor Trust Fund relating to the Grant of Three Million Three Hundred and Eighty-Two Thousand Euros (EUR 3,382,000) for improving the efficiency and sustainability of Charcoal and Wood Fuel Value Chains Projects;  <\/p>\n<p>c)\tDraft Law approving the ratification of the Financing Agreement signed in Kigali, Rwanda on 21 December 2017, between the Republic of Rwanda and the International Development Association (IDA), relating to the Credit of Fifty-Six Million Seven Hundred Thousand Special Drawing Rights (SDR 56,700,000) for Strengthening Social Protection Project;  <\/p>\n<p>d)\tDraft Law approving the ratification of the Grant Agreement signed in Kigali, Rwanda on 07 December 2017, between the Republic of Rwanda and the International Development Association (IDA) acting as Administrator of the Rwanda Feeder Roads Development Multi-Donor Trust Fund, relating to the Additional Grant of Sixty-Eight Million American Dollars (USD 68,000,000) for the Feeder Roads Development Project; <\/p>\n<p>e)\tDraft Law on Immigration and Emigration in Rwanda; <\/p>\n<p>f)\tDraft Law modifying and complementing Law No 19\/2008 of 14\/07\/2008 on characteristics and ceremonies of the National Anthem;  <\/p>\n<p>g)\tDraft Law modifying and complementing Law N\u00ba 34\/2008 of 08\/08\/2008 on characteristics, description, ceremonial and respect of the National Flag; <\/p>\n<p>h)\tDraft Law modifying and complementing Law No 04\/2010 of 16\/04\/2010 regulating therapeutic, educational and scientific utilization of organs and products of the human body; <\/p>\n<p>i)\tDraft Law determining the Use and Management of Water Resources in Rwanda; <\/p>\n<p>j)\tDraft Law establishing regulations governing Civil Aviation; <\/p>\n<p>k)\tDraft Law modifying and complementing Law N\u00ba 19\/2013 of 25\/03\/2013 determining missions, organization and functioning of the National Commission for Human Rights. <\/p>\n<p>5.\tThe Cabinet Meeting approved the following Orders: <\/p>\n<p>a)\tPresidential Order granting retirement to Brigadier General Jean Damascene SEKAMANA of Rwanda Defence Force;  <\/p>\n<p>b)\tPresidential Order promoting 693 Officers of Rwanda Defence Force; <\/p>\n<p>c)\tPresidential Order promoting 1.042 Commissioners, Senior Officers and Junior Officers of Rwanda National Police;  <\/p>\n<p>d)\tPresidential Order granting retirement to 111 Commissioners, Senior Officers and Junior Officers of Rwanda National Police; <\/p>\n<p>e)\tPrime Minister\u2019s Order determining mission and functions, organizational structure, salaries and fringe benefits for employees in the Ministry of Foreign Affairs, Cooperation and East African Community (MINAFFET);<\/p>\n<p>f)\tPrime Minister\u2019s Order authorizing Prison Guards to be Beneficiaries of Rwanda Defence Force and Rwanda National Police Shop (AFOS);  <\/p>\n<p>g)\tPrime Minister\u2019s Order appointing Judges in the Military High Court; These are: 1. During this week different activities shall be done to commemorate National Heroes. <\/p>\n<p>b) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that Rwanda is ranked the best performer in the African Agriculture Transformation Scorecard on implementing commitments of the June 2014 AU Heads of State Malabo Declaration.  <\/p>\n<p>c) The Minister of Justice\/Attorney General informed the Cabinet Meeting that the Legal Aid Week will start on 22nd and end on 26th January 2018, under the theme: \u201cMenya amategeko akurengera uharanire uburenganzira bwawe\u201d.  <\/p>\n<p>d) The Minister of Gender and Family Promotion informed the Cabinet Meeting that from 5th to 6th March 2018, Rwanda will host the 2nd African Girl\u2019s Summit on Ending Child Marriage in Africa. The Summit will be held at Kigali Convention Centre, under the theme: \u201cTaking the AU Campaign to Ending Child Marriage forward through promotion of adolescent sexual, reproductive health and rights\u201d. <\/p>\n<p>e) The Minister of Information, Technology and Communications informed the Cabinet Meeting that: <\/p>\n<p>&#8211; The Government of Rwanda in partnership with the Smart Africa Secretariat is organizing Transform Africa 2018 Summit to be held in Kigali, from 9th to 10th May 2018, under the theme: \u201cAccelerating Africa\u2019s Single Digital Market\u201d. <\/p>\n<p>&#8211; In partnership with Africa Tech Summit is organizing the Africa Tech Summit 2018, that will be held in Kigali from 14th to 15th February 2018, under the theme: \u201cWhere African tech connects: Explore.
