He was replaced by Jean Nicolas Rugira, a Rwandan Businessman.<br \/>\nBumbakare is a former commissioner for Domestic Taxes in Rwanda Revenue Authority (RRA). In Central African Republic he served as revenue advisor in the Ministry of Finance. <\/p>\n<p>His expertise enabled the country almost double its revenues from 2014 to 2017<br \/>\nBumbakare started his mission in Central African Republic in October 2014 and has been serving under \u201c3 Projet d\u2019Urgence de Restauration des Services Publics\u201d, a project which mission\u2019 is to help government institutions rebuild after the war in the country. <\/p>\n<figure class=\"spip-document spip-document-22775 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/3-84.jpg\" alt=\"\" \/><\/figure>\n<figure class=\"spip-document spip-document-22777 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/1-95.jpg\" alt=\"\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>The Central African Republic Revenue body has hailed a Rwandan, Pierre Celestin Bumbakare for his contribution in revamping capacity in terms of tax collection.
