{Four resolutions of the 13th leadership retreat have been executed below 75% and 10 executed above 75%.}<\/p>\n

This was revealed by the Prime Minister Anastase Murekezi as he presented the implementation status report of the last 13th National Leadership Retrear (NLR) to participants of the 14th NLR that kicked off 24th February 2017 in Gabiro Combat Training Center.<\/p>\n

According to the report from the office of Prime Minister, the 4 resolutions were implemented at above 50% but less than 75% . <\/p>\n

These include the resolution 2, 7,8,13 which all had challenges in their implementation. <\/p>\n

Resolution two (2) consisted of \tstrengthening measures to recover embezzled public funds and fight any\tkind\tof corruption at all\tlevels. It has faced challenges including lack of an automated system to regularly monitor public funds recovery process, revision of existing regulatory framework for\trecovery of embezzled public funds and mindset of institutions\texpecting MINIJUST to handle all the recovery of funds. <\/p>\n

Resolution 7 was about speeding up implementation of programs aimed at helping farmers access quality seeds and fertilizers on time; expedite programs to develop and multiply seeds locally and manufacture fertilizers and support farmers in managing water and irrigation schemes to increase productivity.\t<\/p>\n

Resolution 8 regarded the\t implementation of agreements between farmers and\t industrial operators\t in order to increase\t supply of raw materials to\tagro\t processing industries and enhance their operational capacities.<\/p>\n

It faced several challenges including poor\tagricultural research system, shortage of seeds\t(mainly soya, beans) and cassava cuttings; prolonged\tdrought as effect of climate change and fraudulent operations in fertilizers distribution.\t<\/p>\n

Resolution\t13 was about holding accountable people who fail to act or report cases of child abuse, especially leaders and punish\tparents who do not take care of their own children.<\/p>\n

The resolution also faced challenges including slow progress in enacting the\tlegal frameworks (revised draft\tpenal code) to address issues the resolution meant to address, covering up\/non-reporting of Gender Based Violence (GBV) cases, lack of sufficient punitive measures for\tleaders and parents\twho are involved in child abuse or who do not take care of\ttheir children. <\/p>\n

The National Leadership Retreat commonly known as Umwiherero, meaning retreat, refers to a tradition in Rwandan culture where leaders convene to reflect on issues affecting their communities. The objective of these meetings is to identify solutions and commit to achieving them. Today, the concept has been adapted and refers to a gathering of the country\u2019s senior leaders to address ongoing challenges.<\/p>\n

This year\u2019s retreat puts a particular emphasis on unlocking bottlenecks that affect implementation of key government programmes and devise ways to ensure improvement in delivery of leaders\u2019 promises. An estimated 300 leaders from Central Government, Local Government, parastatals and the private sector are in attendance.<\/p>\n

Umwiherero provides a unique opportunity for Rwanda\u2019s leaders to reflect on the country\u2019s progress and identify strategies to accelerate the delivery of national priorities.<\/p>\n
