{"id":32135,"date":"2017-01-27T03:18:58","date_gmt":"2017-01-27T03:18:58","guid":{"rendered":"https:\/\/new.igihe.com\/12-219-recipients-sold-girinka-cows-929-didn-t\/"},"modified":"2017-01-31T01:09:06","modified_gmt":"2017-01-31T01:09:06","slug":"12-219-recipients-sold-girinka-cows-929-didn-t","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/12-219-recipients-sold-girinka-cows-929-didn-t\/","title":{"rendered":"12,219 recipients sold Girinka cows, 929 didn\u2019t pass on, target met at 76%"},"content":{"rendered":"<p>{A total of 12219 of Girinka beneficiaries have sold donations without giving heifers back to communities while 929 beneficiaries refused to hand heifers to others, a report released by the coordinator of Girinka program in Rwanda Agriculture Board (RAB), Dr Pascal Nyabinwa has revealed. } <\/p>\n<p>Dr Pascal Nyabinwa revealed this in a meeting aimed at developing  new policies in executing programs meant to promote welfare of vulnerable citizens. <\/p>\n<p>Under the new policies, government officials are supposed to collaborate with civil society organizations to fast-track the expansion of Girinka and VUP programs to citizens. <\/p>\n<p>Dr Nyabinwa explained that they have taken tough measures that led to recovering 90% of stolen cows. <\/p>\n<p>\u201cAs I said, some Girinka cows were stolen while others were sold. Some of the culprits have been pursued while 90% of people who had not passed on heifers to their peers  have done  so,\u201d he said. <\/p>\n<p>Dr Nyabinwa said that others that sold cows without passing on to the next in chain have signed agreements with RAB to do so.  <\/p>\n<p>Girinka program was launched 10 years ago in 2006 by President Paul Kagame targeting  to distribute 350,000 cows to poor households by 2017.
