{"id":31235,"date":"2016-12-21T00:18:39","date_gmt":"2016-12-21T00:18:39","guid":{"rendered":"https:\/\/new.igihe.com\/police-cracks-down-on-driver-s-license-fraud\/"},"modified":"2016-12-21T00:18:23","modified_gmt":"2016-12-21T00:18:23","slug":"police-cracks-down-on-driver-s-license-fraud","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/police-cracks-down-on-driver-s-license-fraud\/","title":{"rendered":"Police cracks down on driver\u2019s license fraud"},"content":{"rendered":"<p>{In September 2011, Antoine Nkurunziza, who hails from Bugesera District was approached by a man as he was preparing to sit for provisional driver\u2019s license test, who made him believe that he was connected inside the Rwanda National Police (RNP) department of Traffic and Road Safety and was ready to help him get a license.}<\/p>\n<p>Believing in a man he identified as Justin Utazirubanda, who was also his neighbor in Ruhuha Sector, Nkurunziza danced to his tunes and paid Rwf100, 000 for the provisional permit, which he was given few days later.<\/p>\n<p>\u201cHe assured me that he could also help me in the same way and get driver\u2019s license \u2013 category B \u2013 which I also got few days later at a fee of Rwf200, 000.\u201d<\/p>\n<p>Early this year, when traffic-related services were channeled through Irembo, Nkurunziza tried to check the authenticity of his permit on this online platform only to find that it was not registered in the system and it was forged.<\/p>\n<p>Nkurunziza\u2019s brother only identified as Imanirabona, also experienced the same ordeal at the hands of Utazirubanda, who conned him of Rwf320, 000 and ended up giving him a fake license in 2014 after almost two years the latter trying to hide from the former.<\/p>\n<p>According to Chief Inspector of Police (CIP) Emmanuel Kabanda, Nkurunziza and Imanirabona are among many drivers\u2019 license seekers that Utazirubanda and other rackets have duped over the years.<\/p>\n<p>\u201cWe are aware of this problem and we have, for some time now, been carrying out investigations through which we managed to break five separate groups involving 16 suspects in the last two months, who were actually arrested red-handed,\u201d CIP Kabanda said.<\/p>\n<p>Those arrested, majority in the City of Kigali, include the main suspect Utazirubanda, who was apprehended last week, according to Kabanda.<\/p>\n<p>\u201cUtazirubanda was on our list of those wanted over forgery and issuance of forged driver\u2019s license. The list includes others that we are yet to arrest but investigations are still underway,\u201d he noted.<\/p>\n<p>At the time of his arrest, Utazirubanda was also found with a list of 13 people, whom he reportedly conned and gave fake permits, majority who are believed to be motorcyclists.<\/p>\n<p>Just on Tuesday morning, six people turned up at the Traffic and Road Safety department to surrender their drivers\u2019 license reportedly given to them by Utazirubanda, which they later found to be forged.<\/p>\n<p> \u201cSo far, we have a list of about 30 people we suspect to be holding forged license but we believe the list is long and investigations will get to the bottom of it.\u201d<\/p>\n<p>\u201cIf you are out there holding a driver\u2019s license, well knowing that you didn\u2019t sit for the tests, just know that it\u2019s not real\u2026it is forged and you should voluntarily surrender it to the nearest police station,\u201d he said.<\/p>\n<p>\u201cOur focus right now is not to arrest those holding fake ones, but this is short-lived. If those holding them don\u2019t surrender them they will be blacklisted and will be arrested and charged as well.
