{"id":30972,"date":"2016-12-10T03:20:07","date_gmt":"2016-12-10T03:20:07","guid":{"rendered":"https:\/\/new.igihe.com\/statement-on-cabinet-decisions-of-09-12-2016\/"},"modified":"2016-12-13T02:04:51","modified_gmt":"2016-12-13T02:04:51","slug":"statement-on-cabinet-decisions-of-09-12-2016","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/statement-on-cabinet-decisions-of-09-12-2016\/","title":{"rendered":"Statement on Cabinet Decisions of 09\/12\/2016"},"content":{"rendered":"<p>{On Friday, 09th December 2016, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.}<\/p>\n<p>The Cabinet Meeting started by wishing His Excellency the President of the Republic of Rwanda, Paul KAGAME, Merry Christmas and Happy New Year 2017 and He wished Members of Cabinet New Year 2017 full of peace and prosperity.<\/p>\n<p>1. His Excellency the President of the Republic of Rwanda informed the Cabinet Meeting that He granted pardons for girls and women tried and convicted of abortion, which the Court has given final judgment and children under 16 tried and convicted and their judgment became res judicata. All of them are 62.<\/p>\n<p>2. The Cabinet Meeting approved the Ministerial Order granting release on parole to 814 convicts who meet the requirements provided for by Law No 30\/2013 of 24\/05\/2013 relating to the code of criminal procedure.<\/p>\n<p>3. The Cabinet Meeting approved minutes of previous Cabinet Meeting held on 11\/11\/2016.<\/p>\n<p>4. The Cabinet Meeting approved the National Capacity Development Policy, Strategy and Implementation Plan.<\/p>\n<p>5. The Cabinet Meeting approved the Rwanda National Water Supply Policy and Strategy.<\/p>\n<p>6. The Cabinet Meeting approved the Rwanda National Sanitation Policy and Strategy.<\/p>\n<p>7. The Cabinet Meeting approved the National Policy against Delinquency and its implementation plan 2016\/17 \u2013 2020\/2021.<\/p>\n<p>8. The Cabinet Meeting approved the proposal for the establishment of a Rehabilitation Center at Nyamagabe District.<\/p>\n<p>9. The Cabinet Meeting approved the proposed revised Medical Tariff for Medical Insurance Scheme namely RAMA and Private Health Insurances as follows:<\/p>\n<p>In public health facilities, RAMA applies increment of 25% on current tariff;<br \/>\nMMI and Private Health Insurances apply increment of 15% on current tariff;<br \/>\nCommunity-based Health Insurance Scheme, medical tariffs remain unchanged.<br \/>\n10. The Cabinet Meeting approved the following Draft Laws:<\/p>\n<p>Draft Law repealing Law N\u00ba53\/2010 of 25\/01\/2011 establishing Rwanda Natural Resources Authority (RNRA) and determining its mission, organization and functioning;<br \/>\nDraft Law establishing Rwanda Mines, Oil and Gas Authority and determining its mission, organization and functioning;<br \/>\nDraft Law establishing Rwanda Land Management Authority and determining its mission, organization and functioning;<br \/>\nDraft Law establishing Rwanda Water and Forestry Management and determining its mission, organization and functioning;<br \/>\nDraft Law on Legal Aid in Rwanda;<br \/>\nDraft Law authorizing ratification of the convention on extradition and transfer of suspects and convicted offenders between the Republic of Rwanda and the Republic of the Congo, signed at Brazzaville, Congo on 09\/11\/2013;<br \/>\nDraft Law establishing Higher Education Council (HEC) and determining its responsibilities, organisation and functioning;<br \/>\nDraft Law establishing Rwanda Education Board (REB) and determining its responsibilities, organisation and functioning;<br \/>\nDraft Law establishing the National Rehabilitation Service and determining its mission, organization and functioning.<br \/>\n11. The Cabinet Meeting approved the following Orders:<\/p>\n<p>{{Presidential Order appointing Members of the National Science and Technology Council.
