{On Friday, 09th December 2016, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.}<\/p>\n
The Cabinet Meeting started by wishing His Excellency the President of the Republic of Rwanda, Paul KAGAME, Merry Christmas and Happy New Year 2017 and He wished Members of Cabinet New Year 2017 full of peace and prosperity.<\/p>\n
1. His Excellency the President of the Republic of Rwanda informed the Cabinet Meeting that He granted pardons for girls and women tried and convicted of abortion, which the Court has given final judgment and children under 16 tried and convicted and their judgment became res judicata. All of them are 62.<\/p>\n
2. The Cabinet Meeting approved the Ministerial Order granting release on parole to 814 convicts who meet the requirements provided for by Law No 30\/2013 of 24\/05\/2013 relating to the code of criminal procedure.<\/p>\n
3. The Cabinet Meeting approved minutes of previous Cabinet Meeting held on 11\/11\/2016.<\/p>\n
4. The Cabinet Meeting approved the National Capacity Development Policy, Strategy and Implementation Plan.<\/p>\n
5. The Cabinet Meeting approved the Rwanda National Water Supply Policy and Strategy.<\/p>\n
6. The Cabinet Meeting approved the Rwanda National Sanitation Policy and Strategy.<\/p>\n
7. The Cabinet Meeting approved the National Policy against Delinquency and its implementation plan 2016\/17 \u2013 2020\/2021.<\/p>\n
8. The Cabinet Meeting approved the proposal for the establishment of a Rehabilitation Center at Nyamagabe District.<\/p>\n
9. The Cabinet Meeting approved the proposed revised Medical Tariff for Medical Insurance Scheme namely RAMA and Private Health Insurances as follows:<\/p>\n
In public health facilities, RAMA applies increment of 25% on current tariff;
\nMMI and Private Health Insurances apply increment of 15% on current tariff;
\nCommunity-based Health Insurance Scheme, medical tariffs remain unchanged.
\n10. The Cabinet Meeting approved the following Draft Laws:<\/p>\n
Draft Law repealing Law N\u00ba53\/2010 of 25\/01\/2011 establishing Rwanda Natural Resources Authority (RNRA) and determining its mission, organization and functioning;
\nDraft Law establishing Rwanda Mines, Oil and Gas Authority and determining its mission, organization and functioning;
\nDraft Law establishing Rwanda Land Management Authority and determining its mission, organization and functioning;
\nDraft Law establishing Rwanda Water and Forestry Management and determining its mission, organization and functioning;
\nDraft Law on Legal Aid in Rwanda;
\nDraft Law authorizing ratification of the convention on extradition and transfer of suspects and convicted offenders between the Republic of Rwanda and the Republic of the Congo, signed at Brazzaville, Congo on 09\/11\/2013;
\nDraft Law establishing Higher Education Council (HEC) and determining its responsibilities, organisation and functioning;
\nDraft Law establishing Rwanda Education Board (REB) and determining its responsibilities, organisation and functioning;
\nDraft Law establishing the National Rehabilitation Service and determining its mission, organization and functioning.

a) The Minister of Justice\/Attorney General informed the Cabinet Meeting that the International Human Rights Day will be celebrated on 10\/12\/2016 under the theme: \u201cStand up for someone\u2019s rights today and promote child\u2019s rights to education.\u201d In Rwanda, celebrations will be held in Rubavu District and shall be preceded by a sensitization campaign on human rights from 4th to 10th December 2016.<\/p>\n
b) The Minister of Health informed the Cabinet Meeting that Rwanda will host the 37th Global Fund Board Meeting in Kigali from 3rd to 4th May 2017.<\/p>\n
c) The Minister of Local Government informed the Cabinet Meeting that in a bid to ensure smooth Presidential elections in 2017, the National Electoral Commission has prepared a calendar for the planned preparatory activities.<\/p>\n
Polling Day for those voting from outside Rwanda is 03\/08\/2017;
\nPolling Day for those voting inside Rwanda is 04\/08\/2017.
\nd) The Minister of Youth & ICT informed the Cabinet Meeting that from December 6th -13th 2016, \u201cItorero Urunana rw\u2019Urungano\u201d is taking place in Gabiro Combat and Training Camp.<\/p>\n
e) The Minister of Trade, Industry and East African Community Affairs informed the Cabinet Meeting that the Second Made in Rwanda Exhibition is scheduled to take place in Kigali, at Gikondo Expo Grounds from 14th December, 2016 till the 20th December 2016.<\/p>\n
f) The Minister of State\/MINEDUC in charge of Primary and Secondary Education informed the Cabinet Meeting that the 2017 school calendar year is composed of 39 weeks divided into the three terms as follows:<\/p>\n
The first term is composed of 10 weeks, beginning on 23\/01\/2017 and ending on 31\/03\/2017;
\nThe second term is composed of 15 weeks, beginning on 17\/04\/2017 and ending on 29\/07\/2017;
\nThe third term is composed of 14 weeks, beginning on 14\/08\/2017 and ending on 18\/11\/2017.<\/p>\n
