That is how transformations are attained,\u201d he said.<br \/>\nThe Complex was built at a cost of Rwf 20 billion by an association of 56 Rwandans running various businesses under Champion Investment Corporation (CHIC).<\/p>\n<p>President Kagame lauded them for that sense of cooperation.  <\/p>\n<p>\u201cI thank you for joining efforts; this is how development is attained.
