{"id":28982,"date":"2016-09-28T03:10:49","date_gmt":"2016-09-28T03:10:49","guid":{"rendered":"https:\/\/new.igihe.com\/rab-mired-in-financial-mismanagement-officials\/"},"modified":"2016-09-29T09:32:50","modified_gmt":"2016-09-29T09:32:50","slug":"rab-mired-in-financial-mismanagement-officials","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/rab-mired-in-financial-mismanagement-officials\/","title":{"rendered":"RAB mired in financial mismanagement, officials apologize"},"content":{"rendered":"<p>{Rwanda Agriculture Board (RAB) officials have accepted responsibility for mismanagement of public funds and negligence of duties apologized for it and committed to correct what has been going wrong over the years. }<\/p>\n<p>The apology was  made yesterday  at the parliamentary buildings as RAB officials appeared before the  Parliamentary Public Accounts Committee (PAC) to explain  respond to 35 audit queries  raised in the 2014\/2015 Auditor General report. <\/p>\n<p>The mismanaged programs include mishaps in distribution of fertilizers and selected seeds to farmers at low cost as well as artificial insemination among others. <\/p>\n<p>The Director General of RAB, Dr Gahakwa Daphrose noted; \u201cResponsibilities were not executed properly. That is why the government decided to take the responsibility of distributing seeds and fertilizers from RAB.\u201d<\/p>\n<p>Parliamentarian Kankera Marie Jos\u00e9e observed that poor delivery of services in RAB results from poor coordination between institutions under its management. <\/p>\n<p>\u201c There is poor coordination  among institutions  which makes  every department to work in isolation with little time for planning  In this era of technology, you should have a software bringing together all departments of RAB especially in accounting,\u201d she said. <\/p>\n<p>The 2014\/2015 Auditor General report indicated that RAB owes Rwf 114 million to various institutions.  <\/p>\n<p>Other malpractices cited by the Auditor General include  offering  tenders without proper procurement processes  where  over Rwf 800 million was spent and dilapidated  RAB infrastructures across the country.
