{"id":28957,"date":"2016-09-27T05:18:09","date_gmt":"2016-09-27T05:18:09","guid":{"rendered":"https:\/\/new.igihe.com\/poor-services-mire-minisante\/"},"modified":"2017-02-28T18:15:57","modified_gmt":"2017-02-28T18:15:57","slug":"poor-services-mire-minisante","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/poor-services-mire-minisante\/","title":{"rendered":"Poor services mire MINISANTE"},"content":{"rendered":"<p>{The Parliamentary Public Accounts Committee (PAC) has brought the Ministry of Health on spot over failure to provide full medical services to Mutuelle de sant\u00e9 subscribers yet they are availed to subscribers from other insurance covers. }<\/p>\n<p>The alarm was raised yesterday as the Ministry of Health responded to the call of PAC to explain queries raised during the 2014\/2015 report of the Auditor General.<\/p>\n<p>Other queried transactions include Rwf 89 million disbursed to hospitals without explanations, unclear price of drugs among other problems of mismanagement in MINMISANTE. <\/p>\n<p>PAC criticized MINISANTE for being on rampage in misusing public funds and offering poor services to stakeholders despite being one of ministries with many experts.  <\/p>\n<p>The vice president of PAC, Honourable Karenzi Theoneste observed mismanagement has mostly affected Mutuelle de sant\u00e9 subscribers. <\/p>\n<p>\u201cWhat causes this incessant lack of medical services when patients need them urgently especially Mutuelle de sant\u00e9 subscribers? Is there any leader responsible for that?\u201d he asked.  <\/p>\n<p>Dr.Nyemazi who represented the Ministry of Health told journalists that there are measures being put in place to address the matter of accessing medical services.  <\/p>\n<p>\u201cWe are preparing a  project where we will partner with hospitals to identify needed drugs  earlier and establish a way of availing them whenever needed,\u201d he said adding that they do not have  particular medical services  reserved for subscribers of  Mutuelle de sant\u00e9 or other health insurances. <\/p>\n<p>He however explained that the matter of shortage of drugs results from poor budgeting and planning. <\/p>\n<p>\u201cPlacing orders for drugs is based on past statistics considering drugs bought for particular diseases.
