{"id":28548,"date":"2016-09-12T05:58:17","date_gmt":"2016-09-12T05:58:17","guid":{"rendered":"https:\/\/new.igihe.com\/president-kagame-advises-on-disabled-access-to\/"},"modified":"2016-09-29T09:41:18","modified_gmt":"2016-09-29T09:41:18","slug":"president-kagame-advises-on-disabled-access-to","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/president-kagame-advises-on-disabled-access-to\/","title":{"rendered":"President Kagame advises on disabled access to storied buildings"},"content":{"rendered":"<p>{President Paul Kagame has criticized ministers that fail to fully embrace and implement government policies despite prior collective decisions taken by the government. }<\/p>\n<p>The president made the criticism yesterday as he presided over a ceremony to mark the completion of civic education for students from the university and higher learning institutions, after receiving a question from a member of \u2018Intagamburuzwa\u2019 (civic education trainees representatives).<\/p>\n<p>Mukeshimana Esperance, the representative of disabled students at the University of Rwanda\/College of Medicine and Health Sciences (UR-CMHS) expressed worries over unfavorable multileveled buildings where she demonstrated the challenges  facing disabled students saying they cannot reach the top floor of multileveled buildings  even  where students in the department of \u201cBiomedical Laboratories Services\u201d carry out laboratory and other practices. <\/p>\n<p>On hearing this, President Kagame said that people who built the house disregarded two things.<\/p>\n<p>\u201cPeople who constructed such buildings deviated from what should be done. It has been many years; it is not the first time nor the second. It is the case of people disrespecting decisions,\u201d he said.  <\/p>\n<p>\u201cWe said that all buildings should have standards to be respected facilitating disabled people to go through them. The second thing they didn\u2019t respect which people are still struggling with is that every building should install internet connectivity as they do for water availability and electricity,\u201d he added noting that \u201cThese are things which persisted for many years. The Minister is here and knows that it is not done properly enough,\u201d he said.<\/p>\n<p>President Kagame told the university youth to avoid committing mistakes made by current leaders when they become ministers. <\/p>\n<p>\u201cWhen you become ministers don\u2019t act as current ones. Remember to follow up what should be done. Do you understand?
