{Rwanda National Police (RNP), the City of Kigali (CoK) and the districts of Nyarugenge, Gasabo and Kicukiro have signed a performance contract \u2013 Imihigo \u2013 to formalize the existing partnership in promoting security and hygiene in the capital.}<\/p>\n

The Imihigo was signed on August 8 between the Inspector General of Police (IGP) Emmanuel K. Gasana, city mayor Monique Mukaruliza and the mayors of the three districts that compose Kigali city in an event held at the City Hall.<\/p>\n

This followed Imihigo signed between all executive secretaries of the 35 sectors in the city and their respective districts.
\nSecurity <\/p>\n

The performance contract that runs until the end of the year binds all parties to jointly fight narcotics and illicit drugs, sell of alcoholic drinks to minors, address the issues of domestic and gender based violence and proper organization and functioning of community night patrols \u2013 Irondo \u2013 and ensure public order management.<\/p>\n

Others include promotion of road safety, fighting fire outbreak through joint public awareness and training, noise pollution, ensuring effectiveness of community policing committees and timely information sharing.<\/p>\n

RNP, on the other hand is particularly charged with enforcing laws and bylaws to ensure public order.<\/p>\n

{{Hygiene}}<\/p>\n

Under the hygiene domain, both RNP and CoK have recommitted to further raise public awareness on hygiene and environmental standards, waste management, greening, improve community and individual sanitation and hygiene.<\/p>\n

Both RNP and City of Kigali have been engaged in joint security and hygiene awareness campaigns for over one year including awarding best performers at the Village, Cell, Sector, district and individual levels.<\/p>\n

\u201cThe commitment we have made with Rwanda National Police is an indication that we want to take our city to another level,\u201d city mayor, Mukaruliza, said.<\/p>\n

She said that Kigali is developing very fast adding that security and hygiene have to be at the same pace as well.<\/p>\n

She further urged the local leaders to put much emphasis in fighting drug abuse especially among the youth, the most affected, vagrants and other activity that lead to disorder in the city.<\/p>\n

On his part, IGP Gasana noted that this \u201ccomes with tough measures of ensuring public safety and sanitation.\u201d<\/p>\n

\u201cSecurity and development are inseparable, that’s why we have to jointly invest a lot of efforts to ensure sustainable security,\u201d IGP Gasana said.<\/p>\n

He noted that hygiene goes hand in hand with individual safety and challenged the local leaders to be defined by results in this campaign.<\/p>\n

Present at the event were also COK Vice mayors some Police commissioners and all executive Secretaries of COK.<\/p>\n
