{The Minister of Defense, Gen James Kabarebe has said that citizens\u2019 safety is impossible if their livelihoods are not in a good state. }<\/p>\n

He made the observation during a ceremony of officially launching a campaign dubbed All in of Imbuto Foundation aimed at complete eradication of new AIDS infections among adolescents at a ceremony held at Rwanda Military Hospital. <\/p>\n

\u201cIt is useless to protect boundaries of the country without protecting lives of citizens and enhancing their welfare since they are the most valuable wealth of the nation, \u201csaid Gen Kabarebe.<\/p>\n

He explained that RDF will keep the momentum of efforts aimed at combating AIDS which he said is among their responsibilities.<\/p>\n

The campaign puts much emphasis on mobilizing of males to get circumcised and knowing its importance.<\/p>\n

The research carried out by Rwanda Biomedical Center (RBC) in 2015 indicated that AIDS infections among youth stand at 2.5% Health experts say that circumcision protects against AIDS contamination risks at 60%.<\/p>\n

The 4th general population survey carried out in 2012 indicated that Rwanda is inhabited by 11 million people of whom 48% are male.<\/p>\n

Today 30 % of men have been circumcised while Rwanda targets to reach at least 65% of circumcised men.<\/p>\n

700,000 men have been circumcised since 2010 with 300,000 of them circumcised at Rwanda Military Hospital. <\/p>\n

Gen Kabarebe has said that circumcision should be integrated in all programs especially at health centers asking patients whether they are circumcised or not and advise them accordingly. He promised that the Ministry of Defense will ensure such practices are respected.<\/p>\n

The state minister in the Ministry of Health, Dr Ndimubanzi Patrick has commended \u2018All in\u2019 campaign for its target to reduce new AIDS infections by 75% by 2020 ;reduce AIDS deaths by 65% and completely eradicating stigma against HIV\/AIDS positive individuals.<\/p>\n

It has been five years since Imbuto Foundation launched All In campaign through the program \u2018Agaciro Kanjye \u2018(My Value).<\/p>\n

A total of 6,500 men from Rubavu district of Western Province were circumcised under this campaign.<\/p>\n
