{"id":255,"date":"2011-05-26T13:12:58","date_gmt":"2011-05-26T13:12:58","guid":{"rendered":"https:\/\/new.igihe.com\/ictr-acts-on-zimbabwe-based-genocide-mastermind\/"},"modified":"2011-05-26T13:07:06","modified_gmt":"2011-05-26T13:07:06","slug":"ictr-acts-on-zimbabwe-based-genocide-mastermind","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/ictr-acts-on-zimbabwe-based-genocide-mastermind\/","title":{"rendered":"ICTR acts on Zimbabwe-based genocide mastermind"},"content":{"rendered":"<p><p><strong>The United Nations International Criminal Tribunal for Rwanda (<span data-scaytid=\"1\" data-scayt_word=\"ICTR\">ICTR<\/span>) has begun conducting special deposition proceedings in the case of the most wanted fugitives in the 1994 Rwandan genocide, including former top soldier, <span data-scaytid=\"3\" data-scayt_word=\"Protais\">Protais<\/span> <span data-scaytid=\"4\" data-scayt_word=\"Mpiranya\">Mpiranya<\/span>, believed to be holed up in Zimbabwe.\t<br \/><\/strong><br \/>The proceedings follow a successful application by the tribunal\u2019s prosecution earlier this year seeking to safeguard evidence against <span data-scaytid=\"5\" data-scayt_word=\"Mpiranya\">Mpiranya<\/span>, who was commander of the Presidential Guard, <span data-scaytid=\"9\" data-scayt_word=\"Felicien\">Felicien<\/span> <span data-scaytid=\"10\" data-scayt_word=\"Kabuga\">Kabuga<\/span>, a wealthy businessman, accused of financing the genocide and <span data-scaytid=\"12\" data-scayt_word=\"Augustin\">Augustin<\/span> <span data-scaytid=\"13\" data-scayt_word=\"Bizimana\">Bizimana<\/span>, former Minister of <span data-scaytid=\"14\" data-scayt_word=\"Defence\">Defence<\/span>.<\/p>\n<p><span data-scaytid=\"15\" data-scayt_word=\"Mpiranya\u2019s\">Mpiranya\u2019s<\/span> head carries a $5 million bounty. <span data-scaytid=\"11\" data-scayt_word=\"Kabuga\">Kabuga<\/span> and <span data-scaytid=\"16\" data-scayt_word=\"Bizimana\u2019s\">Bizimana\u2019s<\/span> respective heads also carry the same reward.<\/p>\n<p><span data-scaytid=\"6\" data-scayt_word=\"Mpiranya\">Mpiranya<\/span> is believed by the <span data-scaytid=\"2\" data-scayt_word=\"ICTR\">ICTR<\/span> to be staying in Zimbabwe although authorities in Harare deny his presence on the country\u2019s soil.<\/p>\n<p><span data-scaytid=\"7\" data-scayt_word=\"Mpiranya\">Mpiranya<\/span> was indicted for genocide, crimes against humanity, and other serious violations of international humanitarian law.&nbsp;<\/p>\n<p>He is accused of being one of the conspirers who prepared and planned for the Rwandan genocide from late 1990 until July 1994.&nbsp;<\/p>\n<p>During the genocide, he was commander of the Presidential Guard within the Rwanda\u2019s army.&nbsp;<\/p>\n<p><span data-scaytid=\"8\" data-scayt_word=\"Mpiranya\">Mpiranya<\/span> is alleged to have directed the Presidential Guard in sexually assaulting and killing Rwandan Prime Minister <span data-scaytid=\"17\" data-scayt_word=\"Agathe\">Agathe<\/span> <span data-scaytid=\"18\" data-scayt_word=\"Uwilingiyimana\">Uwilingiyimana<\/span> and murdering 10 Belgian UN peacekeepers.&nbsp;<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United Nations International Criminal Tribunal for Rwanda (ICTR) has begun conducting special deposition proceedings in the case of the most wanted fugitives in the 1994 Rwandan genocide, including former top soldier, Protais Mpiranya, believed to be holed up in Zimbabwe.
