It is not fair for a cow from Girinka program to leave the household since it helps in getting milk keeping children free of malnutrition and collection of farmyard manure as well,\u201d said Dusabimana Madalene a resident of Gihombo sector.<\/p>\n<p>The veterinary officer of Gihombo sector, Habineza Odette says that they have identified 15 beneficiaries of Girinka program that have sold cows out and so asked them to regain them. <\/p>\n<p>\u201cIt is a serious problem. Beneficiaries who sold cows and didn\u2019t buy others are 15. However, the administration recovers the cow when such cases are realized early and hand the recovered cow to the owner or another vulnerable citizen as per the law.  The buyer gets back his money, but when the money is not available it is not our concern.
