{"id":25424,"date":"2016-05-19T02:35:03","date_gmt":"2016-05-19T02:35:03","guid":{"rendered":"https:\/\/new.igihe.com\/ban-ki-moon-urges-uhuru-to-go-slow-on-refugee\/"},"modified":"2016-05-19T02:34:25","modified_gmt":"2016-05-19T02:34:25","slug":"ban-ki-moon-urges-uhuru-to-go-slow-on-refugee","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/ban-ki-moon-urges-uhuru-to-go-slow-on-refugee\/","title":{"rendered":"Ban Ki-moon urges Uhuru to go slow on refugee repatriation"},"content":{"rendered":"<p>{The UN chief asked Kenya to use an agreement signed with Somalia and UNHCR in refugees\u2019 safe return.}<\/p>\n<p>UN Secretary-General Ban Ki-moon has prevailed upon the Kenyan government not to close the Dadaab refugee camp.<\/p>\n<p>In a telephone conversation with President Uhuru Kenyatta Wednesday, the UN chief asked Kenya to use an agreement signed with Somalia and the United Nations High Commissioner for Refugees (UNHCR) in refugees\u2019 safe return to their countries of origin.<\/p>\n<p>\u201cThe Secretary-General urged President Kenyatta to use the Tripartite Agreement, signed in November 2013 with the Federal Government of Somalia and the UN Refugee Agency (UNHCR), as a basis for the voluntary return of Somali refugees in safety and dignity,\u201d a statement from Ban\u2019s spokesman said last evening.<\/p>\n<p>\u201cHe expressed UN\u2019s support to Kenya, including the proposal by the High Commissioner for Refugees, Filippo Grandi, that a high-level bilateral review on the refugee situation in Kenya be conducted by the government of Kenya and UNHCR,\u201d said the statement.<\/p>\n<p>It is the first direct approach from the UN boss in a bid to stop closure of the refugee camp considered the world\u2019s largest, hosting about 350,000 Somali refugees.<\/p>\n<p>It also precedes an imminent visit by UN Security Council members expected to tour Kenya, Somalia and Egypt from Thursday.<\/p>\n<p>The exact itinerary for the trip had not been released by Wednesday.<\/p>\n<p>ISSUES FOR DISCUSSION<\/p>\n<p>Foreign Affairs Principal Secretary Monica Juma told the Nation refugee repatriation, terrorism and security issues will be discussed.<\/p>\n<p>\u201cThe reasons the Security Council is coming here is because they are preparing to discuss renewal of the mandate of Amisom and so they will come to check the status of the situation on the ground.<\/p>\n<p>\u201cThey will travel to Somalia before returning here in the evening,\u201d she said.<\/p>\n<p>Despite opposition from relief and human rights groups, Kenya announced last week that it will starting closing the Dadaab camp and eventually repatriate all refugees arguing the camp had become a haven for terror merchants, smugglers and drug traffickers.<\/p>\n<p>The government says it receives little funding to help host refugees and has been frustrated with the way the agreement dragged on.<\/p>\n<p>It argues the camp has caused a serious environmental degradation in Garissa County where it is situated.<\/p>\n<p>Mr Ban\u2019s initiative is indicative of a determination by the UN to avoid what they call exposing refugees to danger.<\/p>\n<p>Somalia is not yet safe, the UN argues.<\/p>\n<p>Instead, the UN Chief is proposing that his deputy in charge of refugees travels to Nairobi later this month to discuss the issue together with Somalia.<\/p>\n<figure class=\"spip-document spip-document-12340 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/re-pic.jpg\" alt=\"Children quench their thirst on arrival at the Dadaab refugee camp.
