{"id":25395,"date":"2016-05-16T10:03:46","date_gmt":"2016-05-16T10:03:46","guid":{"rendered":"https:\/\/new.igihe.com\/over-rwf18-9-billion-misused-in-government\/"},"modified":"2016-05-20T06:55:19","modified_gmt":"2016-05-20T06:55:19","slug":"over-rwf18-9-billion-misused-in-government","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/over-rwf18-9-billion-misused-in-government\/","title":{"rendered":"Over Rwf18.9 billion misused in government institutions"},"content":{"rendered":"<p>{Rwanda&#8217;s parliamentary Public Accounts Committee (PAC) has sent letters to all government institutions requesting written accountability of government finances.}<\/p>\n<p>This follows the Auditor General\u2019s (AG) report, 2014\/2015 which shows that government funds were not used properly. Accountability is supposed to be sent to PAC   before proceeding with physical appearance of officials to defend their expenditures. <\/p>\n<p>The AG 2014\/2015 report indicates that only 78 (50%) among 157 audited institutions respected guidelines from the Auditor General, 22 institutions were advised while 57 were found to have got involved in malpractices.<\/p>\n<p>Last year only 36% of 131 audited institutions respected the guidelines.<br \/>\nThe vice president of PAC, Theoneste Karenzi says that hearing from government institutions will explain identified malpractices.<\/p>\n<p>\u201cBefore getting explanations from government\u2019s institutions publically, we will send letters to all of them requesting clear explanations on issues identified in the Auditor General\u2019s report,\u201d he said.<\/p>\n<p>The report indicates that Rwf 12.7 billion was not accounted for, Rwf 3.7 billion lacked complete records while Rwf 1.7 billion was misused.<\/p>\n<p>Other shortcomings realized in the AG\u2019s report are delays in respecting contracts and failing to implement government projects most of which result from poor contracts management.<\/p>\n<p>The report indicates that Rwf 18.9 billion was misused by government institutions and identifies 20 loopholes that the government needs to tackle to improve performance of its institutions.<\/p>\n<p>RSSB, former EWSA, University of Rwanda and other big projects including projects of the Ministry of Agriculture and One Laptop Per Child continue to gain a bad reputation in the AG\u2019s report.<\/p>\n<figure class=\"spip-document spip-document-12329 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/pac-6.jpg\" alt=\" Rwanda&#039;s parliamentary Public Accounts Committee\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>{Rwanda&#8217;s parliamentary Public Accounts Committee (PAC) has sent letters to all government institutions requesting written accountability of government finances.} This follows the Auditor General\u2019s (AG) report, 2014\/2015 which shows that government funds were not used properly.
