{"id":25263,"date":"2016-05-11T08:47:17","date_gmt":"2016-05-11T08:47:17","guid":{"rendered":"https:\/\/new.igihe.com\/inept-personnel-management-cost-kigali-rwf-49\/"},"modified":"2016-05-13T01:40:31","modified_gmt":"2016-05-13T01:40:31","slug":"inept-personnel-management-cost-kigali-rwf-49","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/inept-personnel-management-cost-kigali-rwf-49\/","title":{"rendered":"Inept personnel management cost Kigali Rwf 49 million"},"content":{"rendered":"<p>{Mismanagement from public employees of Kigali city and its districts has led the government to incur losses of over Rwf 49 million in court cases and other legal maneuvers. } <\/p>\n<p>A report released by the Public Service Commission on the management of public employees indicates that Kigali city and its districts and public institutions connected to the capital city have incurred losses of over Rwf49 and keep on increasing gradually.<\/p>\n<p>It was revealed yesterday as the Public Service Commission presented the analysis conducted in the management of employees between 2012 and 2015.<\/p>\n<p>The president of the council of commissioners in the Public Service Commission, Habiyakare Fran\u00e7ois explained that malpractices were detected. <\/p>\n<p>\u201cKigali city was brought to courts by employees who were not satisfied with their dismissal and others who didn\u2019t receive arrears of their salaries among others,\u201d he said.<\/p>\n<p>Habiyakare demonstrated that the matter became serious based on increasing financial losses. \u201cIn fact the situation is not good since we once made an analysis from 2009 till 2012 and conducted another analysis from 2012 to 2015 which saw the statistics of fines paid by public institutions, Kigali city and its districts increasing instead of reducing, \u201che said.<\/p>\n<p>Between 2009 to 2012, Kigali city and its districts lost less than Rwf 20 million. However, the loss multiplied almost two times and a half between 2012 and 2015. <\/p>\n<p>The Public Service Commission requests stakeholders to respect rules in the management of employees as the best solution towards correcting occurred malpractices.<\/p>\n<p>The mayor of Kigali city, Mukaruliza Monique has said that they have been informed of mistakes and pledged to avoid reoccurrence of similar situations. <\/p>\n<p>\u201cWe have identified what went wrong and where people became weak.
