{"id":25157,"date":"2016-05-07T02:52:40","date_gmt":"2016-05-07T02:52:40","guid":{"rendered":"https:\/\/new.igihe.com\/kenya-to-stop-hosting-somali-refugees-govt-says\/"},"modified":"2016-05-07T02:53:40","modified_gmt":"2016-05-07T02:53:40","slug":"kenya-to-stop-hosting-somali-refugees-govt-says","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/kenya-to-stop-hosting-somali-refugees-govt-says\/","title":{"rendered":"Kenya to stop hosting Somali refugees, govt says"},"content":{"rendered":"<p>{Newly-arrived asylum seekers will not automatically receive refugee status.}<\/p>\n<p>Refugees from Somalia will no longer be accepted in Kenya, the government said Friday citing security fears.<\/p>\n<p>&#8220;The Government of the Republic of Kenya, having taken into consideration its national security interests, has decided that hosting of refugees has to come to an end,&#8221; said a statement signed by Interior Ministry Principal Secretary Karanja Kibicho.<\/p>\n<p>Under the directive, newly-arrived asylum seekers will not automatically receive refugee status, and the government will step up efforts to have those already living in the country removed.<\/p>\n<p>Kenya hosts around 550,000 refugees in two camps at Kakuma and Dadaab, the world&#8217;s largest, many of whom have fled decades of war in neighbouring Somalia.<\/p>\n<p>&#8220;The message is clear, we are closing the camps and we will not accept more refugees in the country,&#8221; said Mwenda Njoka, interior ministry spokesman.<\/p>\n<p>Mr Njoka added that the new regulations were aimed at refugees from Somalia but those from other countries may also be affected.<\/p>\n<p>&#8220;The problematic ones are the Somalis. They&#8217;re the ones we&#8217;re starting with,&#8221; he said.<\/p>\n<p>In 2013 the governments of Kenya and Somalia together with the UN refugee agency (UNHCR) signed a so-called tripartite agreement aimed at encouraging Somali refugees to return home voluntarily.<\/p>\n<p>Only a few thousand have taken up the offer, however, leaving Kenya frustrated at the slowness.<\/p>\n<p>&#8220;Kenya has been forced by circumstances to reconsider the whole issue of hosting refugees and the process of repatriation,&#8221; Mr Kibicho said, adding that the Department of Refugee Affairs (DRA) responsible for refugee registration and management had been &#8220;disbanded&#8221;.<\/p>\n<p>AL-SHABAAB<\/p>\n<p>A DRA employee reached by phone at work on Friday afternoon expressed surprise, saying he knew nothing of the directive.<\/p>\n<p>Government and security officials regularly assert that Islamic militants from the Al-Shabaab group hide, thrive and recruit among Somali refugees, claims denied by independent observers and by refugees themselves who point out many of them have fled Al-Shabaab&#8217;s depredations.<\/p>\n<p>Following deadly Al-Shabaab assaults on Nairobi&#8217;s Westgate Mall and Garissa University senior officials threatened to close Dadaab and kick out the refugees.<\/p>\n<p>In April 2015, days after the Garissa attack, Deputy President William Ruto promised to close Dadaab &#8220;in three months&#8221;, but that deadline \u2014 like previous ones \u2014 passed.<\/p>\n<p>Friday&#8217;s statement again conflated refugees and terrorists emphasising, &#8220;the immense security challenges such as threat of the Al-Shabaab and other related terror groups that hosting of refugees has continued to pose to Kenya.&#8221;<\/p>\n<p>New arrivals from Somalia will no longer receive &#8216;prima facie&#8217; refugee status but will have to argue their cases individually, however the agency tasked with processing those applications, the DRA, is to be shut down.<\/p>\n<figure class=\"spip-document spip-document-12161 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/dndadaab.jpg\" alt=\"An overview of the part of Dadaab refugee camp in a picture taken on April 28, 2015. \" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>{Newly-arrived asylum seekers will not automatically receive refugee status.} Refugees from Somalia will no longer be accepted in Kenya, the government said Friday citing security fears. &#8220;The Government of the Republic of Kenya, having taken into consideration its national security interests, has decided that hosting of refugees has to come to an end,&#8221; said a [&hellip;]<\/p>\n","protected":false},"author":3,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[6],"tags":[100],"byline":[228],"hashtag":[],"class_list":["post-25157","post","type-post","status-publish","format-standard","hentry","category-news","tag-africa","byline-afp"],"bylines":[{"id":228,"name":"AFP","slug":"afp","description":"Agence France-Presse is an international news agency headquartered in Paris.
