{"id":246,"date":"2011-05-25T13:37:37","date_gmt":"2011-05-25T13:37:37","guid":{"rendered":"https:\/\/new.igihe.com\/death-allegations-a-hoax\/"},"modified":"2011-05-25T13:35:54","modified_gmt":"2011-05-25T13:35:54","slug":"death-allegations-a-hoax","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/death-allegations-a-hoax\/","title":{"rendered":"Death allegations a hoax"},"content":{"rendered":"<p><p><strong>The Rwandan government has rejected any&nbsp;form of threat over its citizens living in Britain as recently voiced by Metropolitan Police in London, noting that &#8220;unveiling identities of people whose lives are supposedly threatened without a shred of evidence, is both unfair and unjust. &#8220;<\/strong><\/p>\n<p>The British police&nbsp;[informed->http:\/\/www.nytimes.com\/2011\/05\/20\/world\/africa\/20rwanda.html?ref=africa]&nbsp;two members of the Rwandan <span data-scaytid=\"3\" data-scayt_word=\"diaspora\">diaspora<\/span> that their government may be trying to assassinate them, according to documents seen by various newspapers. The police visited Jonathan <span data-scaytid=\"4\" data-scayt_word=\"Musonera\">Musonera<\/span> and Rene <span data-scaytid=\"8\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span> on May 12, officially informing them with letters. These letters were then apparently shown to various media outlets.<\/p>\n<p>The Rwanda government\u2019s response comes one week after the Britain-based The Times published an interview by a senior local police officer, who warned that a Rwandan suspected of being part of the assassination threat against his exiles counterparts (living in London) was stopped at the <span data-scaytid=\"13\" data-scayt_word=\"Eurotunnel\">Eurotunnel<\/span> terminal in <span data-scaytid=\"14\" data-scayt_word=\"Folkestone\">Folkestone<\/span>, Kent, with a mission to kill two alleged members of a Rwanda opposition group living in Britain.<\/p>\n<p>According to a statement released by the government \u201cThese allegations are completely without foundation. The Government of Rwanda does not threaten the lives of its citizens, wherever they live,\u201d the statement read.<\/p>\n<p>Rwanda government further argues in the statement that the Metropolitan police has not approached them with evidence of these allegations but assured that they were ready as always to work with the British government to ensure that nobody, be they Rwandan or not, is the victim of violence on British soil\u201d.<\/p>\n<p>There are also questions on the credibility of MI 5 a security agency in the UK which has not performed brilliantly in recent years. For instance during the run up to the Iraq war. Hence, a \u2019warning\u2019 from this secret service &#8211; in itself a strange thing to do for a secret service, to expose its knowledge and sources via the Metropolitan police &#8211; that is not of much value. They should be doing more since historically UK is home to dissidents from all over the world. As we speak the Queen is celebrating the Irish defeat of the British a century ago. <\/p>\n<p>Meanwhile, this incident follows a&nbsp;[warning->http:\/\/www.independent.co.uk\/news\/uk\/home-news\/rwandan-wedding-guest-told-to-stop-harassing-dissidents-in-uk-2276425.html]&nbsp;to the Rwandan ambassador by the British intelligence that his embassy would have to stop harassing opposition members in England or risk losing $135 million in aid. <\/p>\n<p>However, the British development agency <span data-scaytid=\"15\" data-scayt_word=\"DFID\">DFID<\/span>&nbsp;[said->http:\/\/www.independent.co.uk\/news\/uk\/politics\/uk-should-review-relations-with-rwanda-2287177.html]&nbsp;that these developments would not affect their aid, which goes primarily toward helping poor people in Rwanda. Still, the incident has become politicized, with expressions of concern from all sides of the political spectrum in the UK.<\/p>\n<p>The Rwandan government further states that such allegations are made by individuals who have genocide related cases, as well as exiled elements who have criminal cases to answer back home. <\/p>\n<p>Excerpts from the government statement further points out that \u201cWhat we know rather is that threats to our country\u2019s security have been made from genocide-bent and disgruntled dissidents engaged in serious criminal activities, and we have shared this information with the UK\u201d.<\/p>\n<p>&#8220;The Government of Rwanda would expect the Metropolitan Police to make a full and public retraction of their previous statements,&#8221; end of the quote.<\/p>\n<p>According to the same source, manipulation of media and opinion by individuals and groups engaged in criminal activities in Britain against Rwandan people and the &#8220;tarnishing of our nation\u2019s image&#8221; should not be given any value.<\/p>\n<p>Rene <span data-scaytid=\"9\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span>, aged 35, a survivor of Rwanda\u2019s 1994 genocide who is a British citizen and now runs a London-based social exclusion think-tank, questioned the security warnings adding that he was bewildered that such a thing could be happening to him since he is not a political figure in Rwanda, he further argues that he Kigali when he was 17 and has no grudges against <span data-scaytid=\"16\" data-scayt_word=\"Kagame\">Kagame<\/span> . <\/p>\n<p>While Jonathan <span data-scaytid=\"5\" data-scayt_word=\"Musonera\">Musonera<\/span> <span data-scaytid=\"10\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span> is also believed to be opposing the Kigali regime&nbsp;though he is a genocide survivor, a former member of the Rwandan Patriotic Front (<span data-scaytid=\"18\" data-scayt_word=\"RPF\">RPF<\/span>) army led by Mr&nbsp;<span data-scaytid=\"17\" data-scayt_word=\"Kagame\">Kagame<\/span> which halted the genocide. He is one of the founding members of the Rwanda National Conference (<span data-scaytid=\"19\" data-scayt_word=\"RNC\">RNC<\/span>), a new political party led by exiled military officers which poses a threat to the president<\/p>\n<p>Several questions arise&nbsp;: Providing the British intelligence service is right about this threat, why would Rwanda jeopardize its good relations with the UK &#8211; one of its closest allies and largest donors &#8211; over two minor opposition figures&nbsp;? <span data-scaytid=\"11\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span> is a UK citizen who has dabbled in opposition politics, but also is active in British politics and a community NGO in London. <span data-scaytid=\"6\" data-scayt_word=\"Musonera\">Musonera<\/span> is a former officer in the Rwandan army.&nbsp;&nbsp;<\/p>\n<p> The most plausible explanation seems to be their link to the newly formed Rwandan National Congress (<span data-scaytid=\"20\" data-scayt_word=\"RNC\">RNC<\/span>), which is led by President <span data-scaytid=\"23\" data-scayt_word=\"Kagame\u2019s\">Kagame\u2019s<\/span> former chief of staff <span data-scaytid=\"24\" data-scayt_word=\"Theogene\">Theogene<\/span> <span data-scaytid=\"25\" data-scayt_word=\"Rudasingwa\">Rudasingwa<\/span>, the former head of the army and the head of the external intelligence service <span data-scaytid=\"26\" data-scayt_word=\"Kayumba\">Kayumba<\/span> <span data-scaytid=\"34\" data-scayt_word=\"Nyamwasa\">Nyamwasa<\/span>.&nbsp;Just a week before <span data-scaytid=\"12\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span> received the letter, he helped organize an <span data-scaytid=\"21\" data-scayt_word=\"RNC\">RNC<\/span> meeting in London with the leading members of the party present via Skype link, as well as opposition leaders such as Paul <span data-scaytid=\"36\" data-scayt_word=\"Rusesabagina\">Rusesabagina<\/span> (of Hotel Rwanda fame). <span data-scaytid=\"7\" data-scayt_word=\"Musonera\">Musonera<\/span> is one of the&nbsp;[founding->http:\/\/www.scribd.com\/doc\/45272018\/Rwanda-National-Congress-Proclamation]&nbsp;members of the <span data-scaytid=\"22\" data-scayt_word=\"RNC\">RNC<\/span>.<\/p>\n<p>Digging deeper into the characters of these dissidents the Rwanda Defense Forces (<span data-scaytid=\"37\" data-scayt_word=\"RDF\">RDF<\/span>) describe <span data-scaytid=\"27\" data-scayt_word=\"Kayumba\">Kayumba<\/span> for instance as a selfish opportunist who can join a war only when he is sure that there are other patriotic folks out there who will do the fighting and who will carry him along as a passive participant. This is precisely why <span data-scaytid=\"28\" data-scayt_word=\"Kayumba\">Kayumba<\/span> and his fellow renegades prefer rendering other forms of support to <span data-scaytid=\"40\" data-scayt_word=\"FDLR\">FDLR<\/span> instead of being fully active members of the terrorist organization whom members took part in the 1994 genocide war.<\/p>\n<p><span data-scaytid=\"29\" data-scayt_word=\"Kayumba\">Kayumba<\/span>, his fellow <span data-scaytid=\"43\" data-scayt_word=\"FDRL\">FDRL<\/span> members and their other recruits indiscriminately target innocent citizens simply because this is the only form of war that they can wage. This form of war is a true mirror image of their character and ideology.<\/p>\n<p>Recently, the Rwanda <span data-scaytid=\"44\" data-scayt_word=\"Defence\">Defence<\/span> Force [<span data-scaytid=\"38\" data-scayt_word=\"RDF\">RDF<\/span>] through its Spokesperson Lt Col Jill <span data-scaytid=\"45\" data-scayt_word=\"Rutaremara\">Rutaremara<\/span> announced that they have a clearer understanding and credible intelligence information of the criminal network of <span data-scaytid=\"30\" data-scayt_word=\"Kayumba\">Kayumba<\/span> <span data-scaytid=\"35\" data-scayt_word=\"Nyamwasa\">Nyamwasa<\/span> and his fellow fugitives including their links with <span data-scaytid=\"41\" data-scayt_word=\"FDLR\">FDLR<\/span>, other negative forces and individuals as well as their supporters and sympathizers.<\/p>\n<p>In addition, they cherish genocide ideology and are too weak to face the <span data-scaytid=\"39\" data-scayt_word=\"RDF\">RDF<\/span> leave alone the fact that they too have no justifiable cause. This is what unites the <span data-scaytid=\"31\" data-scayt_word=\"Kayumba\">Kayumba<\/span> group of renegades with the <span data-scaytid=\"42\" data-scayt_word=\"FDLR\">FDLR<\/span> that <span data-scaytid=\"32\" data-scayt_word=\"Kayumba\">Kayumba<\/span> is busy defending and sanitizing and that\u2019s why the Rwanda National Congress has again signed a compact for collaboration with another Rwandan opposition group (<span data-scaytid=\"89\" data-scayt_word=\"CNR-INTWARI\">CNR-INTWARI<\/span>). This follows another compact with <span data-scaytid=\"90\" data-scayt_word=\"FDU-Inkingi\">FDU-Inkingi<\/span>&nbsp;<span data-scaytid=\"91\" data-scayt_word=\"whos\">whos<\/span> leader is currently detained to genocide ideology.<\/p>\n<p>The allegation by <span data-scaytid=\"33\" data-scayt_word=\"Kayumba\">Kayumba<\/span> that the Government of Rwanda is the one behind assassinations and&nbsp;grenade attacks for instance is simply laughable particularly because this government has a clear and unquestionable track record. Since when did the current government and its security organs indiscriminately turn against the people that they are meant to protect&nbsp;? Once again, this clearly exposes <span data-scaytid=\"92\" data-scayt_word=\"Kayumba\u2019s\">Kayumba\u2019s<\/span> weird character.<\/p>\n<p>Another opposition member is fugitive Patrick <span data-scaytid=\"93\" data-scayt_word=\"Karegeya\">Karegeya<\/span> a former director External Security organization. who at one time ruled in <span data-scaytid=\"96\" data-scayt_word=\"favour\">favour<\/span> of genocide mastermind <span data-scaytid=\"97\" data-scayt_word=\"F\u00e9licien\">F\u00e9licien<\/span> <span data-scaytid=\"98\" data-scayt_word=\"Kabuga\u2019s\">Kabuga\u2019s<\/span>, property and bank accounts, that were fraudulently returned to the family but later re-frozen. <\/p>\n<p>During the time, under the directive of&nbsp;<span data-scaytid=\"94\" data-scayt_word=\"Karegeya\">Karegeya<\/span>, <span data-scaytid=\"102\" data-scayt_word=\"Janvier\">Janvier<\/span> <span data-scaytid=\"103\" data-scayt_word=\"Mabuye\">Mabuye<\/span>, an officer of External Security accredited to the Rwanda Embassy in Belgium gave powers of attorney to both <span data-scaytid=\"99\" data-scayt_word=\"Kabuga\u2019s\">Kabuga\u2019s<\/span> children. \u201cThe <span data-scaytid=\"104\" data-scayt_word=\"Prosecuration\">Prosecuration<\/span> given to <span data-scaytid=\"105\" data-scayt_word=\"Nshimyumuremyi\">Nshimyumuremyi<\/span> was signed by Josephine <span data-scaytid=\"106\" data-scayt_word=\"Mukazitoni\">Mukazitoni<\/span>, <span data-scaytid=\"100\" data-scayt_word=\"Kabuga\u2019s\">Kabuga\u2019s<\/span> wife, whereas the one given to <span data-scaytid=\"107\" data-scayt_word=\"Seraphine\">Seraphine<\/span> <span data-scaytid=\"108\" data-scayt_word=\"Uwimana\">Uwimana<\/span> was signed by <span data-scaytid=\"109\" data-scayt_word=\"Felicite\">Felicite<\/span> <span data-scaytid=\"110\" data-scayt_word=\"Mukademali\">Mukademali<\/span>, one of <span data-scaytid=\"101\" data-scayt_word=\"Kabuga\u2019s\">Kabuga\u2019s<\/span> daughters,\u201d reads part of the document obtained by <span data-scaytid=\"1\" data-scayt_word=\"IGIHE.com\">IGIHE.com<\/span>.<\/p>\n<p>Greatly facilitated by&nbsp;<span data-scaytid=\"111\" data-scayt_word=\"Karegeya\u2018s\">Karegeya\u2018s<\/span>&nbsp;direct intervention, they managed to regain rights to some of the property which include the building next to City Plaza in downtown Kigali, and the building that houses <span data-scaytid=\"112\" data-scayt_word=\"Banque\">Banque<\/span> <span data-scaytid=\"113\" data-scayt_word=\"Populaire\">Populaire<\/span>, <span data-scaytid=\"139\" data-scayt_word=\"Muhima\">Muhima<\/span> branch.<\/p>\n<p>According to the report, while in Kigali, the two stayed at the Mille <span data-scaytid=\"140\" data-scayt_word=\"Collines\">Collines<\/span> and invoice No. 105620 was forwarded to National Security Service (<span data-scaytid=\"141\" data-scayt_word=\"NSS\">NSS<\/span>) External Security Organization (<span data-scaytid=\"142\" data-scayt_word=\"ESO\">ESO<\/span>) for payment.
