The three-day meeting is scheduled to end on 27 May 2011.<\/strong><\/p>\n<p><strong><\/p>\n<p><\/strong><\/p>\n<p>In an interview with <span data-scaytid=\"1\" data-scayt_word=\"IGIHE.com\">IGIHE.com<\/span>, the Minister in the President\u2019s office in charge of ICT, Dr. <span data-scaytid=\"6\" data-scayt_word=\"Ignace\">Ignace<\/span> <span data-scaytid=\"7\" data-scayt_word=\"Gatare\">Gatare<\/span>, said that the Congress would try to outline challenges and seek possible solutions to the communications and telecommunications sector in the region.<\/p>\n<p>It will also discuss different issues related to communications particularly regulatory policies and tools, and communication networks of the <span data-scaytid=\"5\" data-scayt_word=\"EACO\">EACO<\/span> member countries. It will also outline possible ways of facilitating <span data-scaytid=\"8\" data-scayt_word=\"intra-EAC\">intra-EAC<\/span> business in the communication technologies.<\/p>\n<p>Regis <span data-scaytid=\"9\" data-scayt_word=\"Katarayiha\">Katarayiha<\/span>, the Acting Director, Rwanda Utilities Regulatory Agency (<span data-scaytid=\"10\" data-scayt_word=\"RURA\">RURA<\/span>) told the media that the congress would also look at possible ways to interconnect fiber optic cables and seek for quick measures to shift from <span data-scaytid=\"11\" data-scayt_word=\"analogue\">analogue<\/span> to the digital broadcasting platform&nbsp;within the region.<\/p>\n<p>The meeting has attracted has attracted over 300 delegates from the region. These include regulatory authorities, telecom operators, postal <span data-scaytid=\"12\" data-scayt_word=\"organisations\">organisations<\/span>, broadcasting <span data-scaytid=\"13\" data-scayt_word=\"organisations\">organisations<\/span>, and other experts involved in broadcasting and telecommunication services within the region.<\/p>\n<p>The congress which is held on a rotational basis is intended to <span data-scaytid=\"14\" data-scayt_word=\"harmonise\">harmonise<\/span> policies and regulations governing the communications sector in the East African bloc.<\/p>\n<p><span data-scaytid=\"15\" data-scayt_word=\"EACO\u2019s\">EACO\u2019s<\/span> predecessor was the East African Regulatory, Posts and Communications Organizations (<span data-scaytid=\"16\" data-scayt_word=\"EARPTO\">EARPTO<\/span>).<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The 18th annual congress of the East African Communications Organisations (EACO) kicked off today at the Kigali Serena Hotel, Kigali.
