{MINISTER of State in the President\u2019s Office (Good Governance and Public Service Management), Ms Angella Kairuki has issued 30 days ultimatum to the Tanzania Social Action Fund (TASAF), to conduct a sample audit and assessment of TASAF III and come up with recommendations of improving the programme.}<\/p>\n
Ms Kairuki said it was unusual that the programme was designed for the people themselves to decide what to do with the funds. \u201cWe have received complaints on some unfaithful officials who have enrolled their relatives in the cash transfer programme while they are not supposed to be there,\u201d said Ms Kairuki.<\/p>\n
She recommended that the council meetings be used to identify poor households fit for the programs based on the proper requirements. \u201cThis will help channel the funds to the intended beneficiary communities so that they would not fall in the wrong hands.<\/p>\n
I will recommend a special audit by the Controller and Auditor General (CAG), on how the funds were spent, how they were issued and who benefitted,\u201d noted the minister.<\/p>\n
She commended TASAF for their good work despite the lack of enough man-power in relation to the nature of work done. She said there is need to assess projects implemented during TASAF I and II to find out whether they still existed or misused by unfaithful people.<\/p>\n
\u201cAs you are coming to the end of the first phase of TASAF III, ensure the second phase builds the capacity of generating sustainable income based activities for the beneficiaries as they graduate from the programme,\u201d stressed Ms Kairuki.<\/p>\n
The Managing Director of TASAF, Mr Ladislaus Mwamanga noted that a total of 1,704 projects were implemented during TASAF I leading to infrastructure improvement of 204 village roads, 41 fish ponds, 29 forests reserves , 16 markets and three bus stands, out of which 305 employments were created. \u201cAbout 40 municipal councils in Tanzania mainland and Zanzibar were accessed and obtained the social services.<\/p>\n
TASAF II reached 12,347 projects amounting to 430bn\/- resulting to projects such as water, infrastructures livestock keeping, social work and temporary employments,\u201d noted Mr Mwamanga.<\/p>\n
Out of 1.3 million identified poor households in TASAF III, a total of 1.1 million have been registered with population of 5 million people in 9,960 villages in the country. \u201cNutrition issues have been improved year to year by 49.7 per cent of stunted children since the programmme launch,\u201d he said.<\/p>\n
