{President Uhuru Kenyatta has rejected a proposed law to create employment bureaus in each of the counties and another on the creation of courts to handle small financial claims.}<\/p>\n
The Bills were passed by the National Assembly in October and November and will now have to be reconsidered and the President\u2019s recommendations included before they are enacted.
\nThe National Employment Authority Bill was sponsored by Johnson Sakaja (Nominated, TNA).<\/p>\n
It was rejected because MPs failed to come up with provisions for the transition of the existing National Employment Bureau at the Labour ministry into the new authority.
\nThe Bill proposes the creation of employment bureaus at all counties with a database of the unemployed.<\/p>\n
The Small Claims Court Bill passed in November was sponsored by Majority Leader Aden Duale and was rejected because MPs overlooked a small but crucial part on the enforcement of the orders of the proposed new court.<\/p>\n
In his memorandum, President Kenyatta said the House deleted a crucial clause that made the entire clause unenforceable.<\/p>\n
National Assembly Speaker Justin Muturi said the error was noticed when the Bill was being prepared for presentation to the President for assent but it was felt a formal rejection was necessary.<\/p>\n
The Small Claims Court is meant arbitrate in disputes involving contracts of not more than Sh100,000 and is one of the Bills to implement the Constitution.<\/p>\n
