{Residents of Nyarutarama cell, Remera sector in Gasabo district, have expressed worries over local leaders\u2019 acts of prohibiting them from registering children in a newly built school in the area, if they are not subscribed to mituelle de sant\u00e9.}<\/p>\n

The school, Groupe Scolaire Remera, was built in the cell to facilitate students access education without trekking long distances. <\/p>\n

Residents of the area have told IGIHE that they have been disappointed by the decision of Nyarutarama cell local leaders. <\/p>\n

\u201cIt is a serious matter. Refusing to register children over lacking mituelle de sant\u00e9 can be considered as violation of human rights since some parents may fail to subscribe,\u201d said one resident.<\/p>\n

The head of Groupe Scolaire Remera, Fran\u00e7oise Furaha, said that local leaders are using school registration to mobilize for more medical insurance subscription .<\/p>\n

\u201cThey really know that mituelle de sant\u00e9 is essential and it is their duty. We set these conditions since mituelle de sant\u00e9 helps in case a child gets sick. But we can\u2019t refuse to register them for lack of mituelle de sant\u00e9,\u201d he said.<\/p>\n

The executive secretary of Nyarutarama cell, Uwimbabazi Georgette said that mituelle de sant\u00e9 is everyone\u2019s obligation. \u201cIt is not an order of the school or local leaders, but a way of reminding them that their children must have medical insurance. It should not be taken for granted. Every student has rights to come to good health and to education.,\u201d <\/p>\n

It is expected that Groupe Scolaire Remera has capacity to accommodate 700 children. It will open on 8th February, 2016.<\/p>\n
