However, the village leader told me he talked to the officer in charge of socio-welfare in the sector who said that the resident doesn\u2019t deserve a cow. We declined to hand him the cow. Thereafter, the village leader called me and said that there was no longer any barrier to giving out the cow since the citizen accepted to give me Rwf 20000 as a gift,\u201d he said.<\/p>\n<p>The Eastern Province police spokesperson, IP Emmanuel Kayigi said that investigations have started after which the culprit will be arraigned before the court.<br \/>\n\u201cThe man has been caught receiving a bribe.
