{"id":22175,"date":"2015-12-29T00:47:32","date_gmt":"2015-12-29T00:47:32","guid":{"rendered":"https:\/\/new.igihe.com\/four-former-burundi-presidents-join-talks\/"},"modified":"2015-12-29T00:47:54","modified_gmt":"2015-12-29T00:47:54","slug":"four-former-burundi-presidents-join-talks","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/four-former-burundi-presidents-join-talks\/","title":{"rendered":"Four former Burundi presidents join talks"},"content":{"rendered":"<p>{Entebbe- Negotiations to end the violence in Burundi kicked off yesterday at State House Entebbe with four former Burundian presidents attending the talks mediated by President Museveni.}<\/p>\n<p>Ex-Presidents Pierre Buyoya, Sylvester Ntibantunganya, Domitien Ndayizeye and Jean Baptist Bagaza attended the inaugural session to draw the agenda for talks aimed at ending the bloody political unrest.<\/p>\n<p>However, the talks seemed be headed for a rocky route with the Burundi government side giving a condition that all \u201ccoup plotters should not be allowed to attend the negotiations\u201d<br \/>\nFirst Deputy Chairperson of the ruling party CNDD-FDD Victor Burikukikiye told the meeting attended by representatives of regional countries, international bodies and powers that it was \u201cwrong to meet people who participated in the failed coup.\u201d<\/p>\n<p>\u201cBefore we start the negotiations, there are things that must be addressed. Those who participated in the coup attempt should not participate,\u201d he said, adding that the talks\u2019 agenda must be agreeable and should reflect recent events in Burundi.<\/p>\n<p>But, President Museveni told the warring parties not to give conditions before the negotiations begin.<br \/>\nMr Museveni also promised to send a team to Burundi to investigate the killings of civilians.<\/p>\n<p>At least 240 have been killed since Burundi\u2019s crisis began in April with more than 200,000 people having fled the country.<\/p>\n<p>Violence was sparked by President Pierre Nkurunziza\u2019s controversial decision to run for a third term in office.<\/p>\n<p>\u201cI\u2019m going to send a team privately as Uganda and as the chief mediator to investigate the reports of extra-judicial killings because that we shall not agree to,\u201d he said.<\/p>\n<p>The president blamed sectarianism, which he described as \u201cpseudo-ideology\u201d, indiscipline of armies, lack of vision by African leaders, and mismanagement of resources as the main causes of conflicts in Africa.<\/p>\n<p>\u201cBurundi had succeeded but along the way, it collapsed. The problem is clear. This pseudo- ideology has been a very big problem. It doesn\u2019t represent the interests of the people,\u201d he said.<\/p>\n<p>Accusation<br \/>\nThe Burundian Minister of External Relations and International Cooperation, Mr Alain-Aime Nyamitwe, who is the head of the government delegation accused the neighboring Rwanda of recruiting rebels to fight the government of President Nkurunziza.<\/p>\n<p>\u201cFor us to end this the conflict, its better we be open and say what the problem is. There has been recruitment of Burundian refugees in Rwanda to distabilise Burundi,\u201d Mr Nyamitwe said.<\/p>\n<p>Kagame reacts<br \/>\nRwanda President during a press conference last week denied the accusations and asked whoever makes the claim to investigate.<br \/>\n\u201cI think this is just childish,\u201d Kagame told a news conference in the Rwandan capital Kigali.<\/p>\n<p>Mr Leonard Nyangoma, the representative of Opposition also dismissed Mr Nyamitwe\u2019s allegations about Rwanda training rebels to distabilise Burundi.<\/p>\n<p>\u201cThe conflict in Burundi is fundamentally social, political and economic.
