{"id":214,"date":"2011-05-20T12:07:09","date_gmt":"2011-05-20T12:07:09","guid":{"rendered":"https:\/\/new.igihe.com\/us-welcomes-sentencing-of-ex-rwandan-army-chiefs\/"},"modified":"2011-05-20T12:04:55","modified_gmt":"2011-05-20T12:04:55","slug":"us-welcomes-sentencing-of-ex-rwandan-army-chiefs","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/us-welcomes-sentencing-of-ex-rwandan-army-chiefs\/","title":{"rendered":"US welcomes sentencing of ex-Rwandan army chiefs"},"content":{"rendered":"<p><p><strong>The United States said Thursday the genocide conviction and sentence of ex-Rwandan army chief <span data-scaytid=\"1\" data-scayt_word=\"Augustin\">Augustin<\/span> <span data-scaytid=\"6\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span> shows that even top military officers are not immune from prosecution.<\/strong><\/p>\n<p><strong><\/p>\n<p><\/strong><\/p>\n<p> The four sentenced are <span data-scaytid=\"7\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span>, <span data-scaytid=\"2\" data-scayt_word=\"Augustin\">Augustin<\/span> <span data-scaytid=\"11\" data-scayt_word=\"Ndindiliyimana\">Ndindiliyimana<\/span>, a former Rwandan General Francois Xavier <span data-scaytid=\"16\" data-scayt_word=\"Nzuwonemeye\">Nzuwonemeye<\/span>, and Innocent <span data-scaytid=\"21\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span>.<\/p>\n<p><span data-scaytid=\"8\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span> was sentenced to 30 years of imprisonment. A general of the Rwandan Armed forces, he held the post of Lieutenant colonel before being promoted to Major General subsequently after the death of the late President <span data-scaytid=\"28\" data-scayt_word=\"Juvenal\">Juvenal<\/span> <span data-scaytid=\"29\" data-scayt_word=\"Habyarimana\">Habyarimana<\/span>.&nbsp;<\/p>\n<p> &#8220;The United States welcomes the ruling as an important step in providing justice and accountability for the Rwandan people and the international community,&#8221; State Department spokesman Mark Toner said in a press release.<\/p>\n<p> &#8220;The conviction of Mr.&nbsp;<span data-scaytid=\"9\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span>, in particular, shows that even those at the highest levels of military leadership are not immune from prosecution in the face of such grave atrocities,&#8221; it said.<\/p>\n<p> &#8220;There are still 10 <span data-scaytid=\"30\" data-scayt_word=\"ICTR\">ICTR<\/span> fugitives at-large and the United States urges all countries to continue their cooperation with the <span data-scaytid=\"31\" data-scayt_word=\"ICTR\">ICTR<\/span> so that these fugitives can be expeditiously arrested and brought to justice,&#8221; the statement said.<\/p>\n<p> The International Criminal Tribunal for Rwanda based in <span data-scaytid=\"34\" data-scayt_word=\"Arusha\">Arusha<\/span> was established in late 1994 to try the <span data-scaytid=\"35\" data-scayt_word=\"Hutu\">Hutu<\/span> perpetrators of Rwanda\u2019s genocide which claimed some 800,000 lives, mainly minority <span data-scaytid=\"36\" data-scayt_word=\"Tutsis\">Tutsis<\/span>, in a span of 100 days.<\/p>\n<p> During the genocide in Rwanda in 1994, <span data-scaytid=\"4\" data-scayt_word=\"Augustin\">Augustin<\/span> <span data-scaytid=\"12\" data-scayt_word=\"Ndindiliyimana\">Ndindiliyimana<\/span> held the position of Chief of Staff of the&nbsp;<span data-scaytid=\"38\" data-scayt_word=\"Gendarmerie\">Gendarmerie<\/span> <span data-scaytid=\"39\" data-scayt_word=\"Nationale\">Nationale<\/span>. <span data-scaytid=\"13\" data-scayt_word=\"Ndindiliyimana\">Ndindiliyimana<\/span> is alleged to have conspired with his co-accused (Francois Xavier <span data-scaytid=\"17\" data-scayt_word=\"Nzuwonemeye\">Nzuwonemeye<\/span> Innocent <span data-scaytid=\"22\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span>, <span data-scaytid=\"5\" data-scayt_word=\"Augustin\">Augustin<\/span> <span data-scaytid=\"10\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span>) in the plan to exterminate <span data-scaytid=\"37\" data-scayt_word=\"Tutsis\">Tutsis<\/span> in Rwanda. <\/p>\n<p>He is also accused for his responsibility for the atrocities committed by forces under his control, including the deaths of ten Belgian peacekeepers in April 1994 which sparked the withdrawal of all Belgian troops from the UN mission in Rwanda. However, <span data-scaytid=\"117\" data-scayt_word=\"ICTR\">ICTR<\/span> on Tuesday ordered his immediate release, after finding his justifying factors reasonable. <span data-scaytid=\"15\" data-scayt_word=\"Ndindiliyimana\">Ndindiliyimana<\/span>,later on expressed his happiness for being released after remaining in detention for 11 years.&nbsp;<\/p>\n<p><span data-scaytid=\"18\" data-scayt_word=\"Nzuwonemeye\">Nzuwonemeye<\/span>, a member the Rwandan Armed Forces in 1994, held the rank of major. In 1993, he was commander of a battalion in the FAR&nbsp;; he was subsequently promoted to commander of the Reconnaissance Battalion.<\/p>\n<p>The <span data-scaytid=\"33\" data-scayt_word=\"ICTR\">ICTR<\/span> indictment alleges that between 1990 and 1994, <span data-scaytid=\"19\" data-scayt_word=\"Nzuwonemeye\">Nzuwonemeye<\/span> and other officers conspired to exterminate the Tutsi&nbsp;civilians and political opponents, and helped to train&nbsp;<span data-scaytid=\"40\" data-scayt_word=\"interahamwe\">interahamwe<\/span> and militia groups who committed the genocide<\/p>\n<p>After <span data-scaytid=\"41\" data-scayt_word=\"Habyarimana\u2019s\">Habyarimana\u2019s<\/span> death and the start of the genocide, members of the Reconnaissance Battalion commanded by <span data-scaytid=\"42\" data-scayt_word=\"Nzuwonemeye\u2019s\">Nzuwonemeye\u2019s<\/span> subordinate,&nbsp;Innocent <span data-scaytid=\"23\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span> &#8220;tracked down, arrested, sexually assaulted, and killed&#8221; Rwandan Prime Minister&nbsp;<span data-scaytid=\"43\" data-scayt_word=\"Agathe\">Agathe<\/span> <span data-scaytid=\"44\" data-scayt_word=\"Uwilingiyimana\">Uwilingiyimana<\/span>. They also took into custody ten Belgian&nbsp;peacekeepers from <span data-scaytid=\"143\" data-scayt_word=\"UNAMIR\">UNAMIR<\/span>&nbsp;who had been guarding her house, who were later killed.<\/p>\n<p><span data-scaytid=\"24\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span> a member of the Rwandan Armed forces, in 1994 held the rank of&nbsp;captain. He was second-in-command of the Reconnaissance Battalion (<span data-scaytid=\"46\" data-scayt_word=\"RECCE\">RECCE<\/span>), serving under battalion commander Major&nbsp;<span data-scaytid=\"93\" data-scayt_word=\"Fran\u00e7ois-Xavier\">Fran\u00e7ois-Xavier<\/span> <span data-scaytid=\"20\" data-scayt_word=\"Nzuwonemeye\">Nzuwonemeye<\/span>.<\/p>\n<p>According to the indictment, between 1990 and 1994, <span data-scaytid=\"25\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span> and other officers conspired to exterminate&nbsp;Tutsi&nbsp;civilians. They distributed weapons and prepared lists of people to be eliminated.&nbsp;<\/p>\n<p>The indictment accused <span data-scaytid=\"147\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span> and the four other defendants of conspiring to perpetrate genocide, mass rape, sexual assault, and murder of giving the orders that led to these crimes and of doing nothing to stop the crimes when they took place.<\/p>\n<p><span data-scaytid=\"27\" data-scayt_word=\"Sagahutu\">Sagahutu<\/span> , after fleeing the country after the <span data-scaytid=\"94\" data-scayt_word=\"RPF\">RPF<\/span> victory, was arrested on February 15, 2000.
