{"id":21264,"date":"2015-11-20T07:11:09","date_gmt":"2015-11-20T07:11:09","guid":{"rendered":"https:\/\/new.igihe.com\/paris-attacks-eu-in-emergency-talks-on-border\/"},"modified":"2015-11-20T07:10:01","modified_gmt":"2015-11-20T07:10:01","slug":"paris-attacks-eu-in-emergency-talks-on-border","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/paris-attacks-eu-in-emergency-talks-on-border\/","title":{"rendered":"Paris attacks: EU in emergency talks on border crackdown"},"content":{"rendered":"<p>{Killing of Abdelhamid Abaaoud increases pressure to tighten checks as France pushes for UN declaration of war on Isis.}<\/p>\n<p>EU ministers are to hold emergency talks on Friday on tightening border checks after the killing of the alleged ringleader of the Paris attacks in an apartment in the French capital put European leaders under intense pressure to get a grip on Europe\u2019s external and internal borders.<\/p>\n<p>Abdelhamid Abaaoud, the suspected ringleader of the attacks in the name of Islamic State, which left 129 people dead, died in Wednesday\u2019s assault by police on an apartment in northern Paris.<\/p>\n<p>The 28-year-old was initially thought to have been in Syria \u2013 where he had boasted of planning attacks on the west \u2013 and his presence in France has raised questions about how one of Europe\u2019s most wanted men could travel freely around the continent.<\/p>\n<p>The French interior minister, Bernard Cazeneuve, said Abaaoud had played a \u201cdecisive role\u201d in the Paris attacks and was suspected of involvement in four of the six terror plots that French intelligence services had foiled so far in 2015.<\/p>\n<p>But, Cazeneuve pointed out, he was the subject of both a European and an international arrest warrant \u2013 and no EU intelligence service had alerted France that he was on European soil.<\/p>\n<p>The French prime minister, Manuel Valls, said some of the killers had taken advantage of Europe\u2019s migrant crisis to \u201cslip in\u201d unnoticed.<\/p>\n<p>The mutilated body of Abaaoud, linked with half a dozen terrorist plots across Europe, was found in the rubble of the badly damaged apartment in St-Denis and identified from skin samples.<\/p>\n<p>Cazeneuve said it was \u201curgent that Europe wakes up, organises itself and defends itself against the terrorist threat\u201d.<\/p>\n<p>EU interior and justice ministers are to meet in Brussels where they will discuss tightening checks on all travellers at the external borders of the 26-nation Schengen zone as an emergency measure.<br \/>\nLive Paris attacks: Third body found in St-Denis flat after raid &#8211; live updates<br \/>\nFollow our live coverage for the latest updates on the Paris attacks as Malaysia warns of terrorism threats to the ASEAN summit this weekend.<br \/>\nRead more<\/p>\n<p>Cazeneuve called on his fellow ministers to agree on a Europe-wide passenger information register, improved controls along Europe\u2019s external borders, and better coordination against arms trafficking.<\/p>\n<p>\u201cFrance has been calling for these measures for more than 18 months, and some progress has been made,\u201d he said. \u201cBut it is not fast enough, and it does not go far enough &#8230; Everyone must understand Europe has to organise, recover, defend itself against the terrorist threat.\u201d<\/p>\n<p>The ministers are set to unveil a battery of mainly electronic measures aimed at combating terror and improving controls, including tightening checks on all travellers at the Schengen zone\u2019s external borders.<\/p>\n<p>Many have been mooted before, particularly after the Charlie Hebdo attack in Paris in January, but not implemented. \u201cBut because of Paris, it\u2019s the best chance to push them through because that will vanish in a few weeks,\u201d a senior EU diplomat admitted.<\/p>\n<p>The head of Europol, the EU police agency, on Thursday revealed much higher figures for suspected and potential \u201cforeign fighters\u201d on its watchlists than previously believed.<\/p>\n<p>Separately, France is to push for what is in effect a declaration of war against Isis at the United Nations security council with a resolution calling on members to \u201ctake all necessary measures\u201d to defeat the terror group in the wake of the Paris attacks.<\/p>\n<p>French officials at the UN have circulated a draft declaration calling on countries to \u201credouble and co-ordinate their efforts\u201d against Isis. It is understood the resolution has been worded to encourage unity so it can be swiftly pushed forward.<\/p>\n<p>Britain, which holds the council presidency, said it would enable a vote to go ahead as soon as France was ready.<\/p>\n<p>The French ambassador, Fran\u00e7ois Delattre, said on Thursday: \u201cThe exceptional and unprecedented threat posed by this group to the entire international community requires a strong, united and unambiguous response from the security council.<\/p>\n<p>\u201cThis is the goal of our draft resolution, which calls on all member states to take all necessary measures to fight Daesh [Isis].\u201d<\/p>\n<p>French officials were said to be hopeful of success because Isis has attacked and killed nationals of Russia and China \u2013 which hold a security council veto, and regularly use it to block resolutions that suggest intervention across sovereign borders. <\/p>\n<p>Despite a dispute over a separate draft Russian resolution on Syria, Moscow\u2019s UN envoy, Vitaly Churkin, sounded a conciliatory note, indicating he did not have any objections to the French text and suggesting the Russian measures could be adopted at a later time.<\/p>\n<p>Quoting French officials, the Independent reported that the draft called on all members \u201cwith the capacity to do so\u201d to \u201ctake all necessary measures, in compliance with international law, in particular international human rights, refugee and humanitarian law, on the territory under the control of Isil [Isis] in Syria and Iraq, to redouble and coordinate their efforts to prevent and suppress terrorist acts committed specifically by Isil \u2026 and to eradicate the safe haven they have established in Iraq and Syria\u201d.<\/p>\n<p>The 15-member council will be asked to endorse UN member states taking action to \u201cprevent and suppress terrorist acts\u201d committed by Isis and other extremist groups.<\/p>\n<p>The French draft resolution does not provide any legal basis for military action and does not invoke chapter seven of the UN charter authorising use of force.<\/p>\n<p>But French diplomats said it would provide important international political support to the anti-Isis campaign that has been ramped up since the attacks in Paris on Friday.<\/p>\n<p>Delattre said he was seeking rapid approval of the draft resolution that was \u201cput in blue\u201d \u2013 a UN term designating that a final version is ready for a vote at the security council.<\/p>\n<p>France\u2019s bid came after Russia submitted a revised text of a separate draft resolution that calls for fighting Isis with Syria\u2019s consent. That draft has been rejected by the US, Britain and France, which are refusing to co-operate with President Bashar al-Assad\u2019s regime.<\/p>\n<p>The British ambassador to the UN, Matthew Rycroft, said the Russian measure \u201cseeks to legitimise the authority of Assad\u201d and added that it did \u201cnot have much prospect\u201d.
