Phone calls or hard copy delivery disqualifies your application. <\/p>\n<p>Effective from 2012, RISD launched a project titled \u2018Securing Land Rights: Civil Society Contribution to the Effectiveness of Rwandan Land Reform\u201d.  The phase 1 of the project ended in June 2014.    The 2nd phase of the project was launched on 22nd July 2015, and adds the component of food security, and the new phase mainly focuses on research and documentation.   In order to have more meaningful research data and results, there is a need for built the project strong monitoring and evaluation mechanism.<\/p>\n<p>It is for this reason that RISD wishes to recruit a well experienced and competent Monitoring and Evaluation Officer for the Project that meets the criteria below, to perform the following tasks:  <\/p>\n<p>Tasks<br \/>\n\u2022\tDevelop and coordinate monitoring and evaluation (M&#038;E) systems with standard procedures and process to ensure credible, reliable, timely and cost-effective monitoring data to inform ongoing management decisions, strategic planning and uphold accountability.<br \/>\n\u2022\tPromoting internal and external M&#038;E knowledge transfer.<br \/>\n\u2022\tWork with the IT team to mainstream the M &#038; E tools in the ICT driven project research system.<br \/>\n\u2022\tEnsure timely compilation of internal and external progress reports.<br \/>\n\u2022\tWork with technical staff to develop and disseminate case stories from the field and out of data base.<br \/>\n\u2022\tSupervise, coach and mentor field staff on data collection and reporting.<br \/>\nSkills and knowledge<br \/>\n\u2022\tDetailed knowledge of logframe-based project design, monitoring and evaluation.<br \/>\n\u2022\tConducting and\/or supervising needs assessments and surveys, and quantitative data analysis.<br \/>\n\u2022\tSocial research methodologies, including highly-developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences.<br \/>\n\u2022\tAbility to train project staff on various M&#038;E aspects.<br \/>\n\u2022\tGood understanding of legal framework of land rights, as well as gender.<br \/>\n\u2022\tGood communication and interpersonal skills, team player, able to work with minimal supervision in a fast-paced environment.<br \/>\n\u2022\tProfessional competency in the following computer programs: Microsoft Windows, Outlook, Word, Excel; SPSS.<br \/>\n\u2022\tProfessional fluency in Kinyarwanda and English.
