{Vowing \u201cdecisive action\u201d on reports of sexual exploitation committed by United Nations peacekeepers deployed to the Central African Republic (CAR), Secretary-General Ban Ki-moon announced that he has accepted the resignation of the head of the UN peacekeeping mission in the country, scheduled a special session of the Security Council on the matter, and pledged the Organization\u2019s commitment to bringing any and all perpetrators of such abuse to justice.}<\/p>\n
\u201cI cannot put into words how anguished, angered and ashamed I am by recurrent reports over the years of sexual exploitation and abuse by UN forces,\u201d said Mr. Ban addressing reporters at a press stakeout in New York, where he deplored the disturbing number of abuse allegations and affirmed that the \u201csystemic challenge\u201d of sexual abuse demanded \u201ca systemic response\u201d by the UN.<\/p>\n
\u201cWhen the United Nations deploys peacekeepers, we do so to protect the world\u2019s most vulnerable people in the world\u2019s most desperate places,\u201d Mr. Ban declared. \u201cI will not tolerate any action that causes people to replace trust with fear.\u201d<\/p>\n
Deployed in early 2014, the UN Multidimensional Integrated Stabilization Mission in the CAR, known by the French acronym MINUSCA, is currently aiming to defuse sectarian tensions across the country. More than two years of civil war and violence have displaced thousands of people amid ongoing clashes between the mainly Muslim S\u00e9l\u00e9ka alliance and anti-Balaka militia, which are mostly Christian. In addition, the Lord’s Resistance Army (LRA) continues to operate in the south-eastern part of the country.<\/p>\n
The situation of deep instability is further exacerbated by a growing humanitarian crisis. The UN estimates that some 450,000 people remain displaced inside the country while thousands of others have sought asylum across the borders. Meanwhile, overall some 2.7 million people in the CAR remain in direct need of urgent humanitarian assistance.<\/p>\n
However, the latest allegations \u2013 revealed yesterday by the human rights group Amnesty International and concerning actions by UN ‘blue helmets’ serving with the Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) \u2013 come on the heels of another series of sexual abuse claims from earlier this year surrounding a deployment of foreign military forces in the CAR.<\/p>\n
The Secretary-General urged victims to come forward and report any and all abuses to the UN as the Organization moves forward in doing \u201call we can to respond to these outrageous crimes.\u201d<\/p>\n
As part of the UN\u2019s increased scrutiny into the \u201cglobal scourge\u201d of sexual abuse in field missions, Mr. Ban stated that he has requested a special session of the Security Council, to take place tomorrow, and will convene a video conference with his Special Representatives, Force Commanders and Police Commissioners in all peacekeeping operations to be held tomorrow. In addition, he announced the immediate resignation of his Special Representative, Babacar Gaye, as head of MINUSCA.<\/p>\n
\u201c[Mr. Gaye] has tendered his resignation at my request yesterday,\u201d Mr. Ban explained in response to a question from reporters. He added that while this may appear to be \u201cvery strong action\u201d for a Special representative who has been working so honourably during many years in the UN system, \u201cI really wanted to show a strong example and message to all the international community.\u201d<\/p>\n
\u201cI will reiterate that leaders must report allegations immediately, investigate thoroughly and act decisively. Failure to do so will have clear consequences,\u201d he stressed in his opening remarks. \u201cI want victims to know that we will strive to uphold our institutional responsibility to safeguard their security and dignity.\u201d<\/p>\n
