The appointments were announced in a communiqu\u00e9 issued by the Office of the Prime Minister on July 15, 2026.<\/p>\n\n\n\n

Ngabo Brave Olivier, who has been appointed to serve in the Ministry of Sports, was previously the Permanent Secretary in the Ministry of Youth and Arts.<\/p>\n\n\n\n

He was appointed to that position in 2024, after serving as the Executive Secretary of the National Youth Council.<\/p>\n\n\n\n

Ngabo replaces Candy Basomingera, who assumed the role of Permanent Secretary in the Ministry of Sports in July 2025, taking over from Uwayezu Jean Fran\u00e7ois Regis.<\/p>\n\n\n\n

Basomingera joined the Ministry of Sports from her position as Deputy Chief Executive Officer of the Rwanda Convention Bureau (RCB), where she was appointed in March 2023.<\/p>\n\n\n\n

Ishungure Parfait, who has been appointed Permanent Secretary in the Ministry of Youth and Arts, replaces Ngabo Brave Olivier.<\/p>\n\n\n\n
