{The Ministry of Finance and Economic Planning yesterday hosted the 59th Development Partners Coordination Group (DPCG). The extra ordinary meeting focused on positioning Rwanda to access Climate Change Financing as well as ensuring that Rwanda\u2019s country position on Financing for Development contributes significantly to the Global Debate.}<\/p>\n
Chairing the DPCG meeting, the Permanent Secretary and Secretary to Treasury Kampeta Sayinzoga noted that development assistance remains below the 0.7% Gross National Income (GNI) commitment made by development partners during the Montreal consensus. She also pointed that there has been a global reversal in the use of Country Systems as agreed globally under the Paris Declaration on Aid Effectiveness. \u201cWe should keep the rules of engagement on how we maintain, sustain and deliver on those commitments\u201d PS Kampeta told DPCG members.<\/p>\n
She pointed out that domestic revenue mobilization and foreign revenue inflows such as foreign direct investments, remittances and export earnings have dramatically increased in developing countries in the past 5 years. Using ODA to leverage private sector investment is very commendable but should be done in a transparent manner for it to benefit partner countries such as Rwanda. <\/p>\n
Laure Beaufils, the co-chair of the DPCG applauded Rwanda\u2019s active engagements in Financing for Development negotiations noting that it was important that counties such as Rwanda are heard out and clear.<\/p>\n
\u201cIn my view, it does not feel that FfD currently matches the aims of Sustainable Development Goals. There should be continued emphasis on ODA not just the amount, but also the focus on the quality,\u201d Laure Beaufils, the country director of DFID said.<\/p>\n
The third International conference on Financing for Development is scheduled in Addis Ababa, Ethiopia in July this year where Rwanda will contribute and state its position on the global debate. <\/p>\n
DPCG is a forum where both government and development partners meet to discuss development related matters. It takes place on a quarterly basis and is hosted at the Ministry of Finance and Economic Planning.<\/p>\n","protected":false},"excerpt":{"rendered":"
