{Over 380 youth leaders from the sector to the national level have started a civic education, Itorero at Nkumba Leadership Development Centre in Burera district with a call to be agents of change.

The Minister for Local Government and Social Affairs, Francis Kaboneka presided over the official start of the civic programme, yesterday.<\/p>\n
The training is scheduled to end on November 15.<\/p>\n
The Minister urged them to be active in community development and spearhead the country’s development agenda towards self reliance.<\/p>\n
The youth leaders’ civic programme was designed to give them development basics.<\/p>\n
During the course of the programme, the youth will be given tips on good governance, Rwandan culture and values and job creation.<\/p>\n
Others include the role of youth on crime prevention, investment and savings, nationalism and patriotism.<\/p>\n
Minister Kaboneka appealed to them to be active in planning at all governance levels and to to have their projects included in performance contracts.<\/p>\n
He further pledged the country’s support to support youth development.<\/p>\n
Assistant Commissioner of Police Tony Kuramba, who offered a lecture on community policing urged them to spearhead the awareness campaign against human trafficking and drug abuse.<\/p>\n
Majority victims of human trafficking, he said, are the youth aged between 18 and 35 years.<\/p>\n
ACP Kuramba, however, said most cases involve foreigners using Rwanda as a transit.<\/p>\n
He outlined porous borders, insufficient information on traffickers and devalued generation as some of the things that facilitate trafficking in persons.<\/p>\n
He further said various strategies including community policing, legal frameworks and rehabilitation of victims were put in place to combat the illegal business labelled a global threat.<\/p>\n
“Parents, mentors like teachers and you, the youth need to work together, nurture the children and teach them values so as not to be lured into exploitative activities,” ACP Kuramba said.<\/p>\n
