Rwandan President Paul Kagame welcomed the decision, saying on his Twitter account that the minister had \u201csometimes acted first and thought later.\u201d<\/p>\n<figure class=\"spip-document spip-document-7170 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/capture-9.jpg\" alt=\"\" \/><\/figure>\n<p>Binagwaho said \u201cThe Ministry of Health is removing special screening of travelers from US &#038;Spain.
