{"id":16937,"date":"2014-10-18T07:20:21","date_gmt":"2014-10-18T07:20:21","guid":{"rendered":"https:\/\/new.igihe.com\/drc-un-report-spotlights-human-rights-violations\/"},"modified":"2014-10-18T07:18:34","modified_gmt":"2014-10-18T07:18:34","slug":"drc-un-report-spotlights-human-rights-violations","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/drc-un-report-spotlights-human-rights-violations\/","title":{"rendered":"DRC: UN report spotlights human rights violations amid wider calls for security reform"},"content":{"rendered":"<p>{The Government of the Democratic Republic of the Congo (DRC) must accelerate security sector reform and punish those who violate human rights in the name of the law, top United Nations officials declared today, amid reports of serious human rights violations in the African country.<br \/>\n}<\/p>\n<p>The call comes as the UN Joint Human Rights Office in the DRC (UNJHRO) released its in-depth report documenting a number of grave human rights abuses, including summary and extrajudicial executions and enforced disappearances, carried out against civilians by Congolese security forces during \u2018Operation Likofi\u2019 (Punch) aimed at curbing urban delinquency in the country\u2019s capital, Kinshasa.<\/p>\n<p>\u201cI am appalled by the gravity of the human rights violations documented in this report,\u201d said UN High Commissioner for Human Rights Zeid Ra\u2019ad Al Hussein in a press release.<\/p>\n<p>\u201cAnd I call on the Congolese authorities to bring to justice without delay the perpetrators of these human rights violations who cannot go unpunished,\u201d Mr. Al Hussein added.<\/p>\n<p>Initially charged with the objective of tracking down delinquents, or kulunas , \u2018Operation Likofi\u2019 quickly established a negative reputation as alarming reports of disappearances and assassinations of children and youth emerged within a week of the Operation\u2019s launch in November 2013.<\/p>\n<p>The UNJHRO report released today further expands on these allegations, documenting 41 victims, including four children, of \u201cviolations of the right to life\u201d and accusing State security forces of perpetrating the majority of the killings.<\/p>\n<p>Based on more than 70 testimonies from numerous sources, including within the police itself, the report notes that members of the DRC\u2019s L\u00e9gion nationale d\u2019intervention (LENI) and of the Groupe mobile d\u2019intervention (GMI) would operate at night, entering specific neighbourhoods of Kinshasa in unmarked vehicles and wearing hoods in order to commit the abuses.<\/p>\n<p>In a statement, Martin Kobler, the head of the UN Organisation Stabilization Mission in the DRC (MONUSCO) called on local authorities to quickly move and ensure that such crimes are no longer perpetrated and that those responsible are punished according to the rule of law.<\/p>\n<p>\u201cThis shows how urgent it is to accelerate security sector reform and to establish strong accountability mechanisms within the Congolese police,\u201d he declared.<\/p>\n<p>Today\u2019s UNJHRO report follows the release last week of the panel\u2019s survey on rights violations committed by the March 23 Movement (M23) in North Kivu Province between April 2012 and November 2013.
